Job Title: Monitoring and Knowledge Manager
CARE International is an international NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, as well as mitigating immediate suffering caused by drought, conflict and displacement.
We invite applications from experienced and talented individuals to fill the Monitoring and Knowledge Manager position.
This position will be based in Hargeisa with substantive travel to project sites across Somaliland, Puntland and Galmudug.
Position Summary: Under the supervision of the Girls Education Initiative Manager, The Monitoring and Knowledge Manager will provide dedicated technical support to the DFID-funded project ‘Kobcinta Waxbarashada Gabdhaha’ or Somali Girls Education Promotion Programme (SOMGEP) under CARE Somalia’s Rural Vulnerable Women Program.
The project aims at facilitating social change amongst rural communities in order to encourage girls’ enrollment and retention in education, working closely with communities, religious leaders, community education committees and civil society.
The M&K manager is responsible for the coordination of the baseline, midterm and final evaluations, establishment and maintenance of the project MIS, regular collection and analysis of project data from CARE, ADRA and LNGO partners that demonstrates intended results are being achieved.
S/he will work closely with Education Ministries to put in place an effective and comprehensive Education Management Information System (EMIS).
The position will develop a robust monitoring and knowledge management system that tracks activity milestones and changes among cohorts of students in learning and attendance (among other outputs) to help ensure payment by results.
The position will also train and support partners and community education councils (CECs) to collect and verify data and conduct community-led impact evaluations, in coordination with the Program Quality Unit.
Duties & Responsibilities
- Provide technical support to develop and implement robust monitoring M&E system for the project including customised monitoring tools for the project;
- With the support of project and M&E team members, collect periodically monitoring data for information on project progress and areas of improvement;
- Establish and maintain project MIS for centralizing CARE, ADRA and partners’ monthly reports and tracking progress against log frame indicators.
- Develop detailed capacity building plans for Ministry and partner staff to build their knowledge and skills in robust data capture, analysis and reporting.
- Provide tailored coaching and training for project stakeholders (CARE and partner’s staff, MoE officials, CECs) to improve quality data collection and reporting.
- Conduct regular monitoring visits with CARE and partner staff to verify progress of project and accuracy of data, and make recommendations for improvements.
- Coordinate the consultants contracted to conduct the baseline, mid-term and end term project evaluations.
- Support the finalization of the M&E framework and ensure partners and stakeholders are clear on roles and responsibilities therein.
- Ensure that data being gathered remains in line with project outcomes, milestones and indicators, and that there is a system in place to track community contributions, learning outcomes, attendance and other requirements as per the M&E framework
- Coordinate with Monitoring and Learning Coordinator and Program Quality Unit to ensure linkages and cross-learning between this and other education projects, particularly the EC-funded ESDPII.
- Provide regular monthly technical reports to the Initiative Manager
- Prepare consolidated quarterly reports (using data from CARE, ADRA and local partners and EMIS, as possible), annual technical and final report per donor requirements.
Establish standardized complaints and feedback mechanism and ensure system is functional (document feedback received and how the project addressed it).
- Support documentation and sharing of program quality case studies during joint program and program support forums with partners and staff to advance organizational learning.
- Contribute to advocacy and communications products related to the project lessons learned and achievements.
- Ensure all key program documentation (evaluations, studies, donor reports, monitoring visit reports) are shared with PQU for uploading onto the share site
- Compile and share relevant best practices and lessons from education programs with Somalia program and partner staff
- Bachelor’s degree in education, social science or economics from a recognized University.
- Advanced Degree in education, evaluation, measurement, statistics or related field
- Minimum of three years’ experience in monitoring and evaluating primary and secondary education programs in unstable contexts.
- At least three (3) years of relevant working experiences including two (2) years at field-based level.
- Experience in rigorous evaluation (quasi-experimental designs and randomized controlled trials) and longitudinal tracking of beneficiaries.
- Familiarity with mixed methods analysis.
- Experience in setting up and using electronic data collection systems.
- Extensive experience with multiple types of evaluations – impact evaluations, process evaluations, formative evaluations etc.
- Ability to work in adverse situations and readiness to travel to field areas is essential.
- Experience in the use of statistical Analysis Applications and Toolpaks (e.g. SPSS, STATA, Minitab, STATISTICA, SAS, R, MS Excel, etc.)
- Exceptional ability to work within the context of a challenging/fragile context such as Somalia/Somaliland.
- Excellent communication skills, both oral and written, including a good track record of report writing
- Demonstrated experience of providing technical capacity building support to senior peers
