Oxfam’s Kenya Programme La Nina Consortium Wash Coordinator and HSNP Registration Project Manager Jobs

Oxfam’s Kenya Programme is a complex programme that incorporates both rapid and slow onset emergencies as well as longer term development and policy work. 
Oxfam Kenya applies a one programme approach which means it has multiple activities that support a holistic approach to humanitarian, development and advocacy for long lasting change in poverty reduction.

Oxfam in Kenya works in the north, principally in Turkana, Dadaab and Wajir, the Nairobi informal settlements and on national level advocacy and coordination issues in multi stakeholder fora. 
To this end, we are seeking to fill the following positions:
Wash Coordinator – La Nina Consortium
Location: Nairobi
Contract: 16 Months Fixed Term Opportunity
National Level C1
Closing date: 18th July 2012
As the Wash Coordinator, you will develop community-oriented training modules which will focus on the technical aspects of WASH projects including; training of local technicians and enterprises on technical designs for water harvesting structures; development & implementation of community action plans (CAP); supporting communities and government to manage water risk; capacity development of communities to effectively manage their water facilities and service; monitoring of drought indicators at strategic water points through mobile technology; reporting work scheduling and communication strategies.
He/she will make clear recommendations for public health engineering initiatives that are appropriate for the social, cultural and geographical context. 
In Coordination with the consortium Technical Support Unit (TSU) provide technical guidance to Oxfam technical staff and partners on WASH/Water access activities within their geographical areas as well as assist TSU and field team leader in evaluating synergies and links between ECHO La Nina various objectives and with other partners long term project, amongst other responsibilities.
To be successful in this role, you will need to have a suitable qualification in any discipline relating to Public Health Engineering coupled with in-depth practical experience in appropriate water supplies, rainwater harvesting techniques and water resources management in the arid and semi-arid context, some of your experience being in emergency relief programmes. 
You will need to have a good understanding of the public health needs of poor rural and arid communities and of appropriate ways of tackling them. 
Experience in participatory techniques such as PHAST/PRA and preferably some understanding/experience of community based water resource management is essential. 
You will have the ability present ideas and concepts in order to effectively influence stakeholders. Willingness to travel at short notice, and often in difficult circumstances is essential for this role.

You will also have excellent communication and interpersonal skills, coupled with excellent team work skills and the ability to build good relations both internally and externally. Ability to work well under pressure and in response to changing needs is an added advantage.
Registration Project Manager – Hunger & Safety Net Programme (HSNP)
Location: Lodwar – Turkana
Contract: 8 months Fixed Term opportunity; National Plus Level C2 
Closing date: 18th July 2012
This is a senior role reporting to the Programme Coordinator. You will provide strategic direction in the HSNP programme implementation and be responsible for the overall management and delivery of the registration in Turkana. 
He/she will be tasked with managerial responsibility of day-to-day operations, problem solving, negotiating sub-contracting at local level and staff security. 
You will produce regular reports to the Programme Coordinator on progress with registration exercises.
He/she will represent Oxfam at designated meetings involving local government, the UN, other NGOs and donors. 
You will ensure that all work is carried out in a way that is sensitive to community needs and gender issues while ensuring the involvement of the poorest members of the community and promotes the full and equal participation of women. 
You will evaluate the progress of the work at community level, identify and address any challenges in carrying out project implementation according to agreed milestones and recommend any major changes in direction and strategy for line approval. 
You will participate in the elaboration and ensure correct implementation of agreed monitoring systems to capture lessons learnt from the implementation process and to allow on-going analysis of the appropriateness, effectiveness and impact of the programme implementation strategy.
To be successful in this role, you will have an appropriate degree in social science and/or livelihood and food security related field or its equivalent, coupled with in-depth experience in livelihood and food security programme and humanitarian response with an International NGO and preferably in a pastoralist context. 
You will have proven practical experience of food security analysis and programming, including beneficiary targeting (including CBTD and/or other methodology), interaction with communities and monitoring systems. 
Experience in cash based interventions, monitoring and lessons learning process, with ability to use learning for further programming is essential for this role.
You will have the ability to work independently and take initiative to solve problems at field level. 
You will also have excellent communication and interpersonal skills, coupled with excellent team work skills and the ability to build good relations both internally and externally. 
Ability to work well under pressure and in response to changing needs is an added advantage.
