Parliamentary Joint Services Jobs in Kenya

Our client, the Parliamentary Service Commission (“PSC”), is constitutionally mandated to manage the administration of parliament. 
This includes the provision of services and facilities to ensure effective and efficient running of parliament, preparation of parliamentary expenditure budgets and estimates, constitution of offices in the parliamentary services and the appointment and supervision of office holders. 
The  Constitution of Kenya 2010 introduced the citizens of Kenya to a new parliamentary system through the establishment of a Senate in addition to a National Assembly as set out in Chapter 8. 
In recognition that each arm of parliament has a distinct but uniquely different role and function, PSC wishes to recruit for positions in the administration structure of each arm of parliament and the Parliamentary Joint Services (“PJS”) that supports the members of both structures.

Parliamentary Joint Services Director General of the Parliament Joint Services (ESS 478)


Reporting to the Secretary of the PSC, the jobholder will be the administrative head of the Parliamentary Joint Services responsible for all the Joint Services Directorates.

The jobholder will also be responsible for:
  • Coordinating all the personnel providing joint services including human resources management and development, general administrative services, information and research services as well as finance and accounting services;
  • Implementation of Performance Management Systems;
  • Development and implementation of strategies and policies to ensure that systems and structures are efficiently managed for the achievement of set performance targets and goals of parliament.
  • The successful candidate will have a Bachelors degree in Social Sciences, Humanities or a relevant field and a Masters Degree in a relevant field. 
  • The ideal candidate will possess at least ten years progressive experience in a senior management position in a large institution with at least three years at the level of Director or its equivalent. 
  • The jobholder should also have a demonstrable high degree of professional competence, administrative
    capability and initiative in the general administration, organisation and management of a large institution
    including the human resource. 
  • They will also have a thorough understanding of management policies,
    regulations and employee relations and proven experience in effectively handling the human resources
    function and delivering results. 
  • They should also possess strong team, communication and organisational
    skills as well as self-drive in achieving continuous improvement and management innovation in driving
    change in a large organisation. 
  • Membership to a professional body will be an added advantage.
Director, Centre for Parliamentary Studies and Training (CPST) of the Parliamentary Joint Services (ESS 479)

Reporting to the CPST Board of Management Secretary, the jobholder will be the chief academic and administrative head of the Centre and secretary to the CPST Board of Management.

The jobholder will also be responsible for:
  • Coordinating, designing and delivering training, research and consultancy services of the CPST.
  • Developing and implementing plans, budgets and policies of the Centre;
  • Developing and implementing strategies for resource mobilisation;
  • Coordinating and identifying appropriate parliaments or other institutions for the attachment and exposure of Members and staff of parliament;
  • Managing resources effectively, efficiently and providing strategic leadership to the Centre;
  • Managing staff performance and ensuring achievement of set goals and objectives; and
  • Administering the operations, affairs and activities necessary for the execution of the mandate of the CPST.
  • The successful candidate will have a Bachelors degree in Social Sciences, Humanities or a relevant field and
    a Masters Degree in a relevant field. Possession of a PhD in a relevant field will be an added advantage. 
  • The ideal candidate will also possess a minimum of three years experience at the level of Assistant Deputy Clerk/Deputy Director in parliament or a comparable position in public or private sector. 
  • They should also possess demonstrable competence in designing and delivering training and development programmes or a recognised qualification in training, education and development as well as demonstrable experience in managing people for results in a large and busy department. 
  • Evidence of publication in recognised journals or other academic media is a must.
Director, Finance and Accounting Services of the Parliamentary Joint Services (ESS 480)

Reporting to the Director General, Parliamentary Joint Services, the jobholder will oversee the finance and
accounting functions in parliament.

The jobholder will also be responsible for:
  • Overseeing financial control of the institution of parliament;
  • Accounting for the money allocated to parliament;
  • Overseeing the procurement of goods and services for parliament;
  • Formulation, interpretation and application of accounting and finance policies, procedures, rules and regulations;
  • Authorisation of all expenditure for the PSC;
  • Giving guidance in all financial matters of parliament;
  • Overseeing the preparation of PSC’s budget;
  • Issuance of authority to incur expenditure (AIE) to units under the direction of the Director General;
  • Planning and monitoring of parliamentary programmes and projects;
  • Evaluating financial implications of major policy changes;
  • Coordinating donor funding for parliament; and Linking with Treasury in areas of procurement guidelines, accounting matters and financial regulations as stipulated in relevant legislation.
  • The successful candidate will have a Bachelor’s degree in Commerce, Accounting option, or Finance option or any other relevant qualification and a Masters Degree in a relevant field. 
  • The ideal candidate will also possess professional accounting, finance, or procurement qualification (e.g. CPA (K) or ACCA) and have at least ten years experience in accountancy, financial management or procurement. 
  • They must also have experience working as a Chief Accountant, Chief Finance Officer or other equivalent level for at least three years. Membership in an accounting, finance, procurement or other relevant professional body is a must.
Director, Legal Services of the Parliamentary Joint Services (ESS 481)

Reporting to the Director General, the jobholder will be the head of the legal services function in the PJS and will ensure compliance by the PSC and the Parliamentary Service with all constitutional and statutory requirements.

The jobholder will also be responsible for:
  • Litigation on behalf of the PSC and the Parliamentary Service;
  • Supervising, guidance, counselling, training and development of all the staff under the Directorate;
  • Co-ordinating, administering and overall management of the legal services provided to the Parliamentary Service and the PJS;
  • Providing legal advice and opinion to the PSC; and 
  • Drafting and preparation of legal documents and legal research for the Parliamentary Service.
  • The successful candidate will have a Bachelors degree in Law from and be an advocate of the High Court of Kenya, or possess an equivalent qualification in a common-law jurisdiction. 
  • A Masters degree in Law will be an added advantage.
  • The ideal candidate will possess at least seven years experience as an advocate of the High Court, a Judge or a professionally qualified Magistrate; or seven years experience as a distinguished academic or legal practitioner or such experience in some other relevant legal field. 
  • The candidate should also hold a certificate in legislative drafting and a current Advocate’s Practicing Certificate.
