This request for Expression of Interest follows the General Procurement Notice (GPN) for this project that appeared in United Nation Development Business No. 674 of March 16, 2006 and was updated in UN Development Business No. 707 of July 31, 2007. 
The Government of Kenya has received a credit from the International Development Association and a Grant from the UK Department for International Development (DFID) towards the cost of the Financial and Legal Sector Technical Assistance Project (FLSTAP).

It is intended that part of the proceeds of this credit be applied to eligible payments under the contract for provision of the above Consultancy services for a period of three months.
 
1. Objectives of the Assignment
 
The main objective of the consultancy is to assist the Commission develop a new Strategic Plan covering the period 2013-2018.
 
2. Scope of Work
 
The Consultant’s scope of work shall include, but is not limited to the following tasks:
 
a) Provide expertise and overall guidance in the development of the Commission’s Strategic Plan;
 
b) Align [a] above with Kenya’s Vision 2030 priorities and its Medium Term Plan (2013-2018), national legal sector priorities, Public Sector Transformation Programme and Result Based Management and Performance Contracting;
 
c) Undertake a review of the Commission’s Strategic Plan 2005-2010 and a comprehensive literature review of all relevant policy documents;
 
d) Undertake consultations on the basis of the literature review with the relevant institutions;
 
e) Undertake appropriate analysis in furtherance of the development of the strategic plan;
 
f) Critically look at the current structure of the Commission and suggest organizational changes to ensure efficiency, focus and delivery of services to the Commission’s Stakeholders;
 
g) Examine the capacity of the Commission taking into account the current staffing levels, staff establishment, and the role of the Commission in the post-Constitutional review dispensation and provide responsive recommendations to address capacity gaps; and
 
h) Present the draft and final Strategic Plan to the Commission and key stakeholders during validation Workshops and produce a comprehensive Strategic Plan
 
3. Expertise Required
 
The individual consultant who should possess the following qualifications and expertise:
 
a) Postgraduate qualifications in law, strategic planning and management, organizational or institutional development, publicsector administration and management or other field relevant to the assignment
 
b) relevant experience in strategic planning and management, organizational or institutional development or other related field
 
c) At least 10 years’ demonstrated experience or involvement in public sector strategic planning at various levels preferably in the legal sector;
 
d) Knowledge and understanding of Kenya’s Vision 2030 and its Medium Term Plans and of national issues relevant to Kenya’s governance, justice, law and order sector;
 
e) Knowledge and understanding of the Commission’s constitutional and statutory mandate;
 
f) Proven knowledge of and involvement in public sector reform initiatives such as Performance Improvement and Result-Based Management; Performance Contracting Process
 
g) Excellent analytical, communication and reporting skills.
 
4. The Ministry of Finance (the Client) through its Project Implementation Unit (PIU) now invites eligible individual consultants to express their interest in providing this service. 
Interested consultants shall provide information indicating their professional capability to undertake the consultancy. Such information may include brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. 
The consultants should provide the most recent profile showing their experience, qualifications, capabilities, references and details of past experience especially in the area of their expertise etc.
 
5. Interested eligible individuals may obtain further information at the address given below during office hours between 0900 to 1630 hours, Monday – Friday inclusive, exclusive of public holidays, before the deadline for the submission of Expressions of Interest. The selection of firms will be in accordance with procedures set out by World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 and revised in October 2006.
 
6.
