1.0 Introduction
 

Geothermal Development Company (GDC) is 100% state-owned corporation registered under the Companies Act (CAP 486); it was incorporated in 2008 as a special purpose vehicle to accelerate the development of geothermal energy in Kenya. GDC falls under the Ministry of Energy (MoE).

The Company has offices in Nairobi, Naivasha and Nakuru towns with most of operations in Menengai Caldera in Nakuru. Surface exploration activities are underway in the North-Rift areas of Baringo and Turkana counties.
 
2.0 Objective and Scope of the Assignment
 
GDC intends to engage a consultant to undertake a performance review of the systems and processes in its key functional areas. 
The Consultant will objectively assess progress in the various strategic systems and processes; identify their Key performance Indicators (KPIs) and advice on possible corrective actions thereto.

The major systems & processes are in the following key areas of operation; Drilling and associated operations, Geo-scientific work , Human Resources, Finance, Supply Chain, Internal Audit, ICT, Safety and Security, Infrastructure, Communication, Performance Management as well as Corporate Planning & Projects
 

The consultant will be required to comprehensively familiarize themselves with the current systems and processes at GDC as well as the general market guidelines and benchmarks in carrying out an assignment such as this.
 
The consultant will undertake a performance review of key systems and processes within GDC.
 
3.0 Details of the Assignment
 
The general areas that the consultancy will be expected to cover are:
 
a) Systems mapping and identification of systems/process gaps;
 
b) Review current key performance indicators as well as performance management systems;
 
c) Assist in development & implementation of performance tools for monitoring of the systems/processes identified;
 
d) Knowledge transfer to GDC staff! capacity building in systems & processes monitoring and evaluation

4.0 Qualification Requirements/Evaluation Criteria
 

The Geothermal Development Company (GDC) now invites eligible consultants to indicate their interest in providing the Consultancy Service. 
Interested consultants must provide information indicating that they are qualified to perform the services. 
Consultants may constitute joint-ventures to enhance their chances of qualification.
 
Interested suppliers are required to submit applications in English language with the following specific information:
a) A valid Tax Compliance Certificate for local firms
 
b) A brief profile of the firm including description of the firm or consortium members’ incorporation details (Articles and Memorandum of Association, Certificate of Incorporation, Joint Ventures Agreements etc.)
 
c) Proposed Methodology for carrying out the assignment
 
d) A description of the relevant past experience of the firm/joint venture in carrying out at least two (2) similar assignments in the last five (5) years in providing systems analysis and/or business process management consultancy.
 
e) At least two (2) Reference letters from previous/current clients indicating satisfactory performance of the same or related service.
 
f) Availability of appropriate skills among staff, provide CVs of key staff proposed for the assignment which MUST include but not limited to expertise in the following areas;

i. Overall Assignment Leader: The Team Leader/Project Manager will have at least 10 years’ related experience with at least 5 years in business systems analysis/business process management;
 

ii. Geothermal Expert: will have over 10 years’ experience in geothermal drilling and related operations coupled with expertise in monitoring and evaluation of workflows and processes in drilling operations;
 
iii. Business systems & Management specialist: will have at least 5 years’ experience in analysis and design of organizational systems including businesses processes & work flows, organizational structures and risk assessment
 
iv. Performance Management Specialist: will have at least 10 years’ experience in corporate performance management systems.
 
Only firms shortlisted under this procedure will be invited to submit their technical and financial proposals.

5.0 Submission
 

The response to the EOl clearly marked “GDC/HQS/EOI/029/2012:2013- Expression of interests (EOI) for Review and Evaluation of GDC Systems and Processes” should be addressed to:

The responses will be opened immediately thereafter in the presence of firms representatives who choose to attend at GDC Riverside Boardroom.
