ToR –Irrigation Farmers’ Organization Specialist


The German Development Cooperation is supporting small scale farmers in Central Kenya through its Smallholder Irrigation Program – Mt. Kenya Region (SIPMK).

The SIPMK started operations in September 2005 and focuses on smallholder irrigation development by providing support for the implementation of new irrigation schemes and related extension work and by offering credit facilities to farmer groups organized in legal entities (e.g. Cooperative Societies).

The German Financial Cooperation (KfW) and the Deutsche Gesellschaftfür Internationale Zusammenarbeit (GiZ) are partnering with the Ministry of Water and Irrigation (MWI) for implementation of SIPMK.
The program area selected for SIPMK comprises 12 districts in the Mount Kenya Region with a total of almost 280,000 predominantly smallholder households who mostly rely on agriculture for employment as the main source of income.

The specific purpose of the program is to sustainably increase agricultural production and subsequently the farm income of smallholder farmers in the selected districts through the provision of additional irrigation facilities and services.

Task Description of the Irrigation Farmers’ Organization Specialist GiZ PSDA is seeking an Irrigation Farmers’ Organization Specialist capable of bringing together irrigation beneficiary groups
and strengthen their overall organizational capacities in order for them to participate fully in all their irrigation schemes development process and thereafter take up full responsibility of running their schemes in terms of O&M, production, marketing and repay the investment loans.

The following are some of the key specific TOR:
  • Conduct a well structured beneficiaries sensitization campaigns with an aim of strengthening the Cooperatives
  • In consultation with key stakeholders, design and develop training programs aimed at strengthening the cooperative societies’ capabilities in the areas mentioned above and other general statutory requirements. The trainings will include but not limited to governance issues, their rights and obligations, statues, financial and credit management, O&M and internal organization in relation to the overall irrigation scheme management.
  • Implement the trainings in liaison with the key stakeholders
  • Assist the Cooperatives in obtaining water abstraction permits
  • In liaison with relevant Ministries link farmers with other irrigation support service providers on production, value addition and marketing.
  • Prepare regular progress reports of his/her activities to PMU
  • Background in Social Sciences, rural sociology or institutional development –at least first degree in any of these disciplines from an accredited/ recognized university. A Master’s degree in related areas will be an added advantage
  • Knowledge of the socio-economic and socio-cultural setting of the program area
  • Good communication skills
  • Good team worker and network organizer
  • Practical experience with institutional and organizational development in rural areas preferably in irrigation sector
  • Basic knowledge of Kenya administration and law pertaining the water and irrigation sector
  • Practical experience in designing, program development and implementing group based training programmes
  • Some knowledge in financial management
  • Practical experience in donor- funded investment projects
