Background and Rationale
 
The United Nations General Assembly declared 2012 the International Year of Sustainable Energy for All, recognizing that “access to modern affordable energy services in developing countries is essential for the achievement of the internationally agreed development goals, including the Millennium Development Goals, and sustainable development, which would help to reduce poverty and to improve the conditions and standard of living for the majority of the world’s population.”
 
The Sustainable Energy for All (SE4ALL) initiative aims to bring together the three pillars of sustainable development: economic, social and environmental. 
Stakeholders are urged to take concrete action toward achieving three critical objectives by 2030: ensuring universal access to modern energy services; doubling the global rate of improvement in energy efficiency; doubling the share of renewable energy in the global energy mix.
 
Overall Objective
 
UNDP on behalf of the Ministry of Energy is seeking the services of a National Individual Consultant to finalize the SE4ALL stock taking and gap analysis document. 
The stock taking and gap analysis is the second stage in the SE4ALL implementation process in Kenya. 
The report will form a platform for the development of the National Action Plan & Programmes.
