Child Protection Outreach Officer

Role Purpose:

The Child Protection (CP) Outreach Officer has responsibility to initiate, oversee and support the implementation of child protection strategies and activities; especially mobilization and sensitization work at the camp level. 
The CP Outreach Officer will be responsible for coordinating the work of and providing guidance to the Community Child Protection Workers.

Scope Of Role:

Reports to: Child Protection Coordinator

Save the Children has been operational in Kenya since 1984, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. 

Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. 
Save the Children has an operational presence in Dadaab Refugee Camp, Eldoret, Habaswein, Mandera, Meru and Wajir. 
Currently, we have a staff complement of approximately 370 staff and expenditure of approximately US$30 million this year.

Key Areas Of Accountability:

  • Conduct outreach, specifically community mobilization and sensitization activities to raise the profile of Save the Children work and Child Protection issues in Dadaab.
  • Conduct outreach activities for children who are unable to visit designated child friendly spaces
  • Sensitize children on their rights through dissemination of relevant child friendly information at community level
  • Support the development and implementation of a capacity building system for community based child protection structures including children’s groups and committees in applied child rights and protection
  • Provide support to community-based child protection structures including children’s groups and community child protection committees/networks through monitoring, problem solving and producing community-led action plans
  • Facilitate a process for the consultation and involvement of children of different age groups in the development and running of the child-friendly spaces
  • Provide support to the community-based structures in ensuring the child friendly spaces, once established, are used appropriately in an inclusive manner and are maintained well
  • Facilitate participatory analysis and planning at block levels to identify and prioritise risks posed to children
  • Work with the community-based groups to channel highlighted issues to the Dadaab level child protection network
  • Support the development of confidential, child-friendly reporting systems for identifying, documenting, and reporting cases of abuse and exploitation in the camps
  • Produce timely progress reports, including both quantitative and qualitative information, on camp activities and input into regular situation reports
  • Ensure effective management of programme resources
  • Identify and build links with other programme sectors, ensuring that issues for child protection are raised and addressed
  • Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies

Qualifications And Experience
  • Good communication skills with fluency in written and spoken English and Kiswahili
  • Undergraduate degree in Social work/ Social Sciences or equivalent with preferably 1 year work experience in social work or with development- related organizations
  • Knowledge of community based child protection approaches, preferably including experience in participatory approaches (PRA/PLA) and child participation methodologies.
  • Proficiency in IT including ability to use MS application packages ( Word, Excel and database software)
  • Demonstrate ability to adapt to changing programme priorities and emergency priorities that may arise
  • Demonstrated experience and knowledge in animating/organizing play activities with children
  • Strong self-starter, able to take initiative and adapt to changing circumstances and priorities
  • Positive attitude towards community work with emphasis on the ability to learn from communities and support innovative approaches to problem solving
  • Commitment to Save the Children’s Child Safeguarding Policy
  • Experience in designing and facilitating training sessions
  • Experience in working in an insecure environment
