Logistics Assistant – Kenya

Role Purpose:


To assist the Logistics Officer – Dadaab in all procurement and logistics processes and needs. Assist in coordinating purchasing activities while exploring the most efficient and cost effective means of commodity sourcing, and timely delivery to the required destinations.

Scope Of Role:

Reports to: Logistics Officer

Dimensions:  

Save the Children has been operational in Kenya since 1984, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. 
Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. 
Save the Children has an operational presence in Dadaab Refugee Camp, Eldoret, Habaswein, Mandera, Meru and Wajir. 
Currently, we have a staff complement of approximately 370 staff and expenditure of approximately US$30 million this year.

Key Areas Of Accountability:

  • Ensure local, national and international procurement practices are compliant with Save the Children donor regulations. Ensure that Save the Children minimum standards of logistics procedures are introduced and adhered to and coordinate the briefing and training of relevant staff on the same as required.
  • Develop the procedures and policies for the management of the supply chain, vehicle fleets, communication systems, and emergency preparedness and, when delegated by the Line Manager
  • Ensure the supply chain is centralized by setting up of effective order management systems at local level for national and international orders.
  • Ensure national transportation of freight by land and air is in line with programme budgets and needs; ensuring the most cost effective and reliable means of transport is used for the timely delivery of supplies to projects.
  • Ensure management of vehicle fleets is in line with Save the Children standards; ensure appropriate allocation and safe use of vehicles throughout the programme and ensure servicing and maintenance schedules are adhered to.
  • Ensure stock management and administration systems are implemented. Monitor projects stock levels and advise on appropriate stocking and replenishment to meet project demands.
  • Coordinate purchasing activities by exploring the most efficient and cost effective means of commodity sourcing, and timely delivery to the required destinations.
  • Manage the programme communication systems ensuring that all programme locations have appropriate and reliable means of communication
  • Ensure a centralized programme asset register is maintained; ensuring that all programme assets are logged, issued with unique Save the Children asset numbers and ID cards.
  • Manage and schedule all transport requests and supervise drivers by ensuring proper allocation of duties and preparation of timely monthly fleet reports.
  • Monitor security information and networks and ensure that security information is disseminated appropriately and effectively.
  • Work in close collaboration with other members of the Save the Children team; sharing information on the assessments and proposed interventions, providing overviews of logistics requirements for the development of project proposals and subsequent projects.

Qualifications And Experience
  • A Diploma in logistics, business, or related field
  • At least three (3) years of work experience as a logistician with an international NGO
  • Proven management ability to lead, motivate, train and develop staff
  • Extensive experience in budget, logistics and operations planning
  • Willingness to travel frequently to the field sites
  • Significant experience in supply chain management in an emergency environment, including procurement, transport and distribution, fleet management, warehouse and stock management.
  • Experience in distributions of NFIs and food
  • Experience of developing and implementing logistics policies, systems and procedures.
  • Experience in the set up and use of HF & VHF radio systems, satellite phones and other field communications equipment and developing communications procedures.
  • Experience of developing and implementing security, evacuation and contingency plans and of managing risk;
  • Experience in management of Assets
  • Experience of building the capacity of logistics staff (both international and national) through the use of training, performance management frameworks and development plans
