DSW (Deutsche Stiftung Weltbevölkerung) is an international development and advocacy organization that seeks to empower young people and communities in low and middle-income countries by addressing issues of population dynamics and health as a key to sustainable development. 
With its headquarters in Hannover, DSW runs offices in Ethiopia, Kenya, Tanzania and Uganda and liaison offices in Berlin and Brussels.

In line with its mission, DSW is set to implement a youth-friendly services pilot program aimed at contributing to the improvement of sexual and reproductive health of youth. 

This is part of the Output-Based Approach (OBA) – Reproductive Health Programme implemented by the Republic of Kenya (GoK) through Ministry of Health with support of Federal Republic of Germany.

In preparation for the implementation of the program, a baseline study is to be undertaken to assess available youth friendly sexual and reproductive health services, gaps as well as the needs of adolescents. 

The study findings will be used in the design of the project that will contribute to the wider goal of achieving direct health impacts through increased uptake in family planning methods and to encourage demand-creation for high-quality contraceptives.

Consultancy Purpose

To conduct the study, DSW is seeking services of a consultant to design the study, collect and analyse data and compile a report which will be used in the design of a “youth-friendly” voucher for pilot program implementation. 
Based on PPP-approach, the program will link up with facilities that have been participating in the OBA-RH program in various sites.

Scope of the Survey

The baseline study will look at existing youth-friendly SRHR services and gaps in the target areas. Primary data collection will be conducted in Kilifi, Viwandani and Korogocho. 
In addition to this, a desk review will be conducted in Kitui, Kisumu and Kiambu to collect and consolidate data on youth friendly SRH activities targeting young people within the regions. 
Specifically, the study will:
  1. Assess the availability and gaps of youth-friendly services, mix of contraceptive options used by the youth and commodity stocks.
  2. Identify the training needs of staff at health facilities with a focus on YFS
  3. Assess the needs for technical assistance among youth clubs in the sensitization of young people and monitoring of overall progress of the programme activities.
The levels of study will be as follows:

a) OBA accredited health facilities: The study will look at the different types of family planning (FP) options available, their source, cost, consumption levels and the most frequently dispensed/consumed, especially by young people, in order to inform what should be covered by the voucher system.
b) Youth Clubs and Youth Empowerment Centres: The study will document the SRHR-related activities being undertaken vis-à-vis their reach and impact, myths and beliefs surrounding the use of FP commodities, method and outlet popularity, and types of FP information, education and communication (IEC) materials displayed versus perceived demand. DSW will also seek their views on the benefits, challenges and costs of available FP commodities, while gathering suggestions from young people on the SRH services that the voucher system should cover and preferred service points to redeem the vouchers.
c) Ministry of Health: The study will look at FP commodity sources and suppliers, how commodities are distributed to health facilities and how long it takes for them to be received, and how effectively supply and demand are aligned. DSW will also document FP uptake by young people (looking at age, gender, marital and health status) and gather recommendations from health facilities on what should be covered by the voucher system, bearing in mind any challenges related to FP commodity consumption by young people. MoH will also be a critical source of information on: the health service package that should be made available to adolescents, training modules for health service providers (e.g. also on life skills), other modules on community health and other technical aspects related to adolescent reproductive health.

Main Tasks:   

The consultant is expected to undertake the following tasks:
  • Develop the survey design, methodology, indicators, tools, work plan schedule and budget to carry out the assignment in the target areas. This will be developed and finalized in consultation with the  DSW Programme Manager
  • Co-ordinate collection of data and input into a suitable platform for analysis
  • Analyse and interpret the findings
  • Present a comprehensive draft base-line assessment report. The report should provide detailed specific findings within each result area, providing key recommendations for implementation, management of the project and M&E plan. The final report shall then be submitted to DSW both hard and soft copy.
At the singing of the contract, the consultant shall provide a baseline study strategy detailing an understanding of the TOR, methods, and means (work plan and budget) of achieving the results of the survey. This must be accompanied by tools for data collection.
A draft report for review.  Moreover, submit a final report within the following components:
  • One executive summary
  • Introduction
  • Methodology
  • Data Collection
  • Main findings
  • Conclusion and recommendations
Final Report – The consultant shall submit final report (both hard and soft copies). Details of visibility of DSW shall be communicated to the consultant before producing final reports.

Time Frame

The consultancy is expected to take a duration of 21 working days starting 2nd September 2013, which includes desk-review, preparation, implementation, report-writing and submission by 1st October 2013.


The National Manager – Programs and Projects will ensure the overall coordination of the baseline survey in conjunction with the DSW Country Director. 
The consultant will be expected to work closely with Country Director, Programme Manager, Project Coordinator or designate managers and relevant stakeholders. 
Logistics shall be arranged by DSW according to the work plan as agreed with the consultant. 
The consultant shall be expected to use his/her office facilities and stationery as DSW shall not provide these items.

DSW has sole ownership of all final data and any findings shall only be shared or reproduced with the permission of DSW.

Consultant’s Profile

  • A recognised university degree in Population studies/Demography, Bio-statistics, public health, Statistics or related social science (at a minimum of Masters Level).
  • Sound knowledge of major reproductive health issues, especially issues to do with adolescents and youth.
  • At least 8 years of consultancy experience in the area of reproductive health.
  • Experience in the formulation, monitoring and evaluation of projects in East Africa, specifically in the reproductive health sector.
  • Similar work in the last 3 years (to provide sample copy of a recent report).
  • A demonstrated high level of professionalism and an ability to work independently and in high-pressure situations under tight deadlines.
  • Strong interpersonal and communication skills
  • High proficiency in written and spoken English and Swahili is required.
