International Republican Institute Program Officers, Assistant Program Officer and Monitoring & Evaluation Assistant Assistant Jobs in Kenya

The International Republican Institute (IRI) in Kenya is competitively recruiting Program Officers (PO), Assistant Program Officer (APO) and Monitoring and Evaluation Assistant (M&E) Assistant to support its civic education and local democratic governance program.

1. Program Officer
 
He/she will oversee the development and implementation of IRI programs in Kenya, focusing on citizen participation, devolution and local governance, particularly for women, youths and persons with disabilities.
 

Duties & Responsibilities:
 

General duties and responsibilities for the Program Officer position are as follows:
  • Monitor budgets and expenditures for assigned program areas, and negotiate and prepare contracts, sub-grants, and other financial and project implementation documents;
  • Manage a team of Assistant Program Officers and Program Assistants, providing guidance, mentorship, delegation of responsibility, and adequate oversight of performance;
  • Design, develop and manage program areas to ensure that reporting requirements are met, projects remain within budget allocation, and program objectives are completed on schedule;
  • Identify and cultivate relationships with relevant government officials, local partners, and members of the diplomatic and donor community, and represent IRI at public functions;
  • Fulfil reporting requirements of assigned program areas, manage the drafting and editing of team documents and reports, and provide guidance for written work of subordination;
  • Travel to various parts of Kenya as necessary to support program implementation, reporting and monitoring and evaluation;
  • Monitor and evaluate the performance of IRI and partner organization activities, identifying successes and failures and recommending program adjustments accordingly;
  • Develop short and long term plans for specific programmatic objectives, and design, draft and edit proposals with the Program Manager, and;
  • Any other duties assigned to support specific program objectives or other IRI work in Kenya.
Qualifications
 
Minimum qualifications:
  • A university graduate with Bachelor’s degree in International relations, political science, public policy, law or a related subject, a Master’s degree is preferred.
  • A minimum of 3-5 years relevant professional experience in either international development, democratic governance, civic society, policy making or law.
  • Fluent in written and spoken English and at least one other language.
  • Excellent written and verbal communication skills with a proven capacity to create clear and concise proposals and reports.
  • Advanced knowledge of the Microsoft Office suite and a strong familiarity with desktop publishing software, social media and online applications.
  • Must be able to travel independently and lead other colleagues to new environments, and
  • Experience in managing and motivating others to work effectively on multiple tasks and responsibilities simultaneously and under tight deadlines to meet program needs.
Desired Qualifications:
  • Proficient in grant management and accounting skills necessary to draft and oversee program budgets and disbursement of funds;
  • Experience implementing projects for international donor funded programs;
  • Ability to develop and implement monitoring and evaluation systems to measure impact and effectiveness of programs;
  • Demonstrated knowledge or competency in civic education, constitutional development, devolution processes or local governance programs; and
  • Proven capacity to analyse the regional political and electoral environment.
2 . Assistant Program Officer
 
General duties and responsibilities for the Assistant Program Officer position are as follows:
  • Provide efficient and timely action on administrative and accounting matters, written assignments and submission of reports;
  • Assist the Program Office with monitoring budgets and expenditures for assigned program areas, and negotiating and preparing contracts, sub-grants, and other financial and project implementation documents;
  • Design, develop and assist the Program Officer with management of program areas to ensure that reporting requirements are met, projects remain within budget allocation, and program objectives are completed on schedule;
  • Update and maintain program resource files and contracts for purposes of monitoring and evaluation and internal reporting;
  • Cultivate relationships and communicate with relevant Government officials, local partners, and members of the diplomatic and donor community on behalf of his/her supervisor, and represent IRI at public functions;
  • Assist the program Officer in managing team projects and objectives, and lead the development of work product in collaboration with other staff;
  • Travel to various parts of Kenya as necessary to support program implementation, reporting and monitoring and evaluation;
  • Perform any other duties assigned to support specific program objectives or other IRI work in Kenya.
Qualifications

  • A university graduate with Bachelor’s degree in International relations, political science, public policy, law or a related subject.
  • A minimum of 2-3 years relevant professional experience in either international development, democratic governance, civic society, policy making or law.
  • Fluent in written and spoken English and at least one other language.
  • Excellent written and verbal communication skills with a proven capacity to create clear and concise proposals and reports.
  • Advanced knowledge of the Microsoft Office suite and a strong familiarity with desktop publishing software, social media and online applications.
  • Must be able to travel independently and lead other colleagues to new environments, and
  • Experience in managing and motivating others to work effectively on multiple tasks and responsibilities simultaneously and under tight deadlines to meet program needs.

3. Monitoring and Evaluation Assistant
 
General duties and responsibilities for the Monitoring and Evaluation (M&E) assistant position are as follows:
  • Compile and edit reports obtained from program staff for submission to IRI’s Washington DC office and/or to donors;
  • Develop and implement monitoring and evaluation systems to measure impact and effectiveness of IRI Kenya programs;
  • Travel to various parts of Kenya as necessary to conduct program follow-up, reporting, monitoring and evaluation;
  • Monitor and evaluate the performance of IRI and partner organization activities, identifying successes and failures and recommending program adjustments accordingly;
  • Assist in research for IRI Kenya publications, proposals and other documentation;
  • Assist in the development of success stories and any other external communication material which highlight the programmatic gains of the IRI Kenya programs;
  • Manage SMS and other social media platforms for external communication with IRI partners and the general public, and
  • Any other duties assigned to support the monitoring and evaluation department or other IRI work in Kenya.
Qualifications
 
Minimum qualifications:
  • A university graduate with Bachelor’s degree in International relations, political science, public policy, statistics or a relevant subject.
  • Fluent in written and spoken English and at least one other language.
  • Excellent written and verbal communication skills with a proven capacity to create clear and concise reports.
  • Advanced knowledge of the Microsoft Office suite and a strong familiarity with desktop publishing software, social media and online applications.
  • Possess technical skills in IT that will be useful in database development and management.
  • Must be willing to travel frequently to new environments and assist other colleagues, and
  • Ability to work effectively on multiple tasks and responsibilities simultaneously and under tight deadlines to meet organizational needs.
Desired Qualifications:
  • Proficiency in data analysis, data management, project assessment and evaluation.
  • Experience implementing or assessing projects for international donor funded programs.
  • Proficiency in performing data analysis using various preferred analysis software such as SPSS or Microsoft excel.
  • Ability to develop and implement monitoring and evaluation systems to measure impact and effectiveness of programs;
  • Demonstrated knowledge or competency in civic education, constitutional development, devolution processes or local governance programs; and
  • Proven capacity to analyse the local and regional political and electoral environment.
