Consultant Needed For End Term Evaluation
LVCT is an established Kenyan NGO that utilizes research to inform policy reform advocacy and strengthen HIV service delivery. 
We optimize our impact on the HIV/AIDS response by building capacity of partners and pay special attention to vulnerable groups and populations with special needs. 

LVCT’s focus is on the scale-up of quality-assured HIV counseling, testing and care services.

We are looking for a consultant to carry out an end term evaluation for one of our grants.

In 2011 LVCT received a three year grant from one of our donors to support sexual minority groups in Kisumu and Nairobi regions to access quality non-judgemental HIV services. Some of the grant objectives were:
  • To increase access by HIV positive minority groups to Anti-retroviral Therapy, management of opportunistic infections, palliative care and secondary prevention services.
  • To improve the participation of sexual minorities in HIV programme activities in focal sites
  • To increase uptake of HIV services by minority groups
  • To reduce HIV-related stigma and discrimination amongst sexual minority groups
  • To support partner organisations to review their workplace policies to be responsive to Most at Risk Populations (MARPs)
  • To provide opportunities for economic empowerment among sexual minority groups.

The rationale for undertaking the End of Project Evaluation is to assess the overall impact achieved by the grant on the lives of LVCT beneficiaries and also measure the extent to which its objectives have been met. 
The evaluation will also assess the added value of the donor. 
This evaluation will enable LVCT and the donor to reflect on and learn from the work that has been undertaken and to incorporate this learning in future programme planning.

Specific Aims
  1. Assess the effect of the project on the lives of the beneficiaries with regards to access to HIV and related services, HIV prevention behaviour and quality of life
  2. Assess the project’s effect on reduction of stigma and discrimination of MSM, FSW and their families
  3. Assess the project’s contribution to support MARP responsive HIV workplace policies, strategies and practices in partner organisations
  4. Evaluate the effectiveness of the strategies and approaches employed in the project
  5. Evaluate the behavioural and socio-economic effect of support groups with an integrated income generating initiative
  6. Evaluate the project’s contribution to national policies and promoting health rights of MSM and FSW
  7. Evaluate the project’s contribution to HIV prevention and retention in care of people living with HIV (PLHIV)
  8. Assess and provide recommendations for sustainability of the project outcomes and effects beyond the grant
  9. Evaluate participation of the beneficiaries in project implementation
Expected Outcomes: The evaluation is expected to identify the challenges and lessons learnt from the project. 
The consultant should deliver a report with specific recommendations on how to improve and maximise impact, promote best practice, innovation & learning, enhance organisational capacity & growth and improve partnership and relationship between LVCT and donors in any future work
The consultant will therefore be expected to deliver:
  • An evaluation protocol with description of design and methodology and a detailed implementation plan
  • Progress report
  • Draft outline of the report
  • Draft evaluation report
  • Final report in soft and hard copies
Duration: It is expected that the evaluation will be carried out in 25 days.
Consultant Specifications: The consultants must demonstrate substantial knowledge and experience in HIV programming for MSM and FSW in Kenya. 
Substantial knowledge of infrastructure, standard operating procedures for provision of HIV services at community level and the community strategy.
This consultancy is open to individuals and consultancy firms who meet the following requirements:
  • A clear understanding of the community HIV prevention, care and treatment response in Kenya
  • Understanding of HIV programming for key populations in Kenya
  • Experience of carrying out end term organisational and programme evaluations
  • Proven knowledge and analysis in relation to rights-based approach
  • Experience and knowledge of working in partnership with organisations
  • Experience of participatory research methodologies
  • Experience working with key populations
  • Ability to listen and communicate well
  • Capacity to gather and critically analyse information
The lead consultant should meet the following requirements
  • Post-graduate degree in public health, social sciences, health economics or other relevant field
  • At least five years hands on experience in conducting assessments, midterm reviews and evaluations of similar projects in Kenya
  • Excellent report writing, research and analytical skills
  • Experience writing reports of similar assignments characterised by ease of readability across mixed audiences
  • Have comprehensive understanding of HIV prevention, care and treatment in Kenya especially among key populations

  • Two contactable referees from past credible organisational and programme evaluations and reviews
  • Indication of availability to start and undertake this assignment
