Logistics Company Group Health, Safety and Environment Manager Job in Mombasa, Kenya

Our client, a well-known company in the logistics industry in Kenya is looking for an experienced, results-oriented and energetic individual for the following position:
Position: Group Health, Safety and Environment Manager
Duty Station: Mombasa
Job Summary: The Group Health Safety and Environment Manager is responsible for the design, implementation, communication and coordination of all environmental, health, and safety programs and systems for the entire organization in pursuit of overall company objectives. 


This position will develop and provide technical and administrative direction on all HSE decisions, which bear critical importance to overall organization objectives, operations, and profitability. 
The QHSE Manager provides guidance to the organization and supports the QA process from pre-qualification and tender requests to project and operational QHSE plans.
 In his role he/she supports the project management teams and various departments and actively promotes an HSE culture within the organization. 
This role is office based with regular travel to other locations of the business e.g. DRC, Tanzania, Uganda and other locations as per the organization’s requirements. 
The job holder is responsible for the supervision of the following positions the QHSE team, ISO team
Main Duties
  • Developing and implementing QHSE managements systems, processes, and procedures that improve business operations in accordance with all ISO standards e.g. ISO 9001, ISO 14001, and OHSAS 18001 etc.
  • Serve as the organization’s expert within the field of HSE when called upon to address regulatory agency compliance issues, third party safety & liability consultants and subcontractor representatives Communicating information on the QHSE Management System throughout the organization and promoting HSE awareness
  • Supporting the organization on QHSE matters as the primary point of contact
  • Review internal HSE policies and practices to ensure they are current and appropriate
  • Providing quality management, HSE, and project management training to employees
  • Participating in tender and project teams as the QHSE Expert
  • Reviewing and assessing requests for pre-qualification or tender, and compiling required documentation in preparation for project deliverables
  • Responsible for the staffing and directing the Divisions HSE Department, including the management of all Field Safety Managers and staff
  • Preparing and maintaining required HSE records and reports
  • Developing and facilitating project HSE risk assessments (e.g. HAZID, ENVID, safety cases)
  • Responsible for the development of an annual budget recommendations and implementation
  • Coordinating and executing HSE inspections, and internal, sub-contractor, and third party audits
  • Conducting investigations and analyses of, and reporting findings to management on non-conformity reports and root cause analyses, client satisfaction data, incidents, near misses, and damages, customer complaints, key performance indicators (KPIs) etc., and ensuring proper records are completed and submitted.
  • Developing and monitoring HSE performance, progress, preventive and corrective action plans
  • Functioning as the lead function for other employees within the group dedicated to QHSE
  • Implementing strategies, monitoring results, fostering good labor relations, and characterizing productive and safe work spaces, showing visible commitment
  • Observation/awareness, performance monitoring
  • Monitoring work practices for safety throughout the group and devising, supervising, and coordinating training programs or media which will increase proficiency in safe practices and promote HSE consciousness
  • Actively participate in the scheduling of safety meetings across Company locations to review HSE performance and policies
  • Implementing, promoting, educating and encouraging compliance with the HSE Management Systems
  • Developing and coordinating implementation of local objectives and targets for continual improvement of health and safety performance and providing input to the development of environmental management objectives and targets
  • Working efficiently and effectively with all Management and Staff and abiding by project systems and procedures, expressing a sound knowledge of the same, and ensuring all HSE Staff are in compliance
  • Performing analyses, clinical reviews and investigations of situations and recommending practical, cost effective and consultative solutions to achieve outcomes
  • Responsible for the development of policies, strategies and procedures on Safety, Health and Environment for projects in accordance with the Group’s policies, legislation and applicable standards and the implementation thereof monitoring and reporting on compliance to applicable legislation
  • Coaching, mentoring and development of operational SHERQ management resources
  • Representing Management at the relevant statutory and non-statutory organizations and committees that the company subscribes to
  • Addressing specific reporting and record keeping requirements of OSHA, EPA, etc., as well as other pertinent safety/regulatory compliance matters and ensuring project sites are in compliance
  • Staying abreast of current and emerging technical and professional aspects of this position
  • Conducting site visits/audits
  • Participating/attending industry-related conferences when requested to do so
Academic & Professional Qualifications
  • A bachelor’s degree or higher in Environment, Occupational Safety & Health, Engineering or related technical field from a recognized university
  • Computer Skills – Excellent computer skills required – Microsoft Office Suite
  • Relevant Certificates, Licenses, Registrations e.g. NEBOSH, OSHA 10 & 30 trained CSP a plus 
  • Evidence of continued professional development
Skills & Work Experience
  • A minimum of ten years relevant experience in the management of safety, health, quality and environment)
  • Broad experience in QHSE at a senior level
  • Detailed knowledge of ISO standards, systems and procedures (e.g. ISO 14000, ISO 9000 and OHSAS 18000 systems and experience in implementation of these management systems
  • Detailed knowledge of and experience in technical tracking information systems
  • Extended experience in audits (internal & external)
  • Experience in designing and devising QHSE systems
  • An in-depth understanding and good knowledge of safety, health and environmental legislation, including the MH & S Act, OHS Act, Construction Regulations, Environmental Conservation Act, National Environmental Air Quality Act and all other applicable legislation
  • Ability to conduct research and analyze statistics
  • Implementation of strategies to ensure compliance with legislation (current and developing)
  • Advising the Management of changes in legislation best practice and developments in the QHSE arena, both nationally and internationally
  • Keeping abreast of national and global developments in legislation
  • Establishing and maintaining key strategic relationships with both internal and external stakeholders, including regulatory officials
  • Liaising with relevant authorities to obtain licenses, authorizations and regulatory approvals
  • Fluent written and spoken English and Kiswahili
  • The ability to liaise and communicate with various internal and external stakeholders
  • Strong report writing and presentation skills
  • Good planning, integration and resources management skills
  • Ability to operate and communicate on all levels and within the corporate environment
  • Networking skills and an established network within the professional field as well as authorities
