Job Title: Technical Lead – Prevention of Mother to Child Transmission (PMTCT)

Job Summary & Purpose:  
  • Reporting to the Senior Program Manager, the Technical Lead – PMTCT will serve as the leading technical manager and advisor for the project and is responsible for ensuring effective delivery and performance of the program in this thematic area, ensuring linkages to PMTCT as well as HIV care and treatment, and TB/HIV linkages.

  • The holder of the position is part of the program leadership team under the Program Technical Lead.
  • Will work with other technical leads to support coherent and fully integrated and harmonized program
  • Working with Technical Leads for PITC/other prevention; and care/treatment, offer technical leadership, mentorship and supervision of program officers who will be responsible for mentorship of clinical staff in the health facilities.
  • Will also provide significant support to the Technical Lead Health Promotion in the development of a health promotion strategy that recognizes the prevention needs of beneficiary clients and community and that the education delivery methodologies ensure quality of information shared for HIV risk reduction. The success of this position will be measured by the number of clients that receive HIV prevention services against expected clients for all prevention services, based on work load and population-level targets; as well as linkages to care and treatment services, including TB/HIV services
  • Will ensure program quality and delivery is in line with national guidelines and standards and ensure Chagua Maisha delivers optimal PMTCT services to achieve reduction of MTCT to less than 5%, while keeping their mothers alive
  • The holder will technically supervise program officers in PMTCT services, while ensuring they are mentored and deliver quality mentorship to county health services teams and MOH as required of them.
  • The holder will also take charge of one or more Sub counties as a Sub County Technical Lead
Responsibilities and Tasks
Responsibility 1: Overseeing the overall strategic direction, relevance, coverage, quality and coherence of PMTCT interventions implemented within the comprehensive program.
 
Tasks
  1. Responsible for program quality for PMTCT including services delivery, program data, technical quality of trainings among others
  2. Enhance the development and implementation of a holistic and intergrated program that will demonstrate an increase in the numbers of clients accessing PMTCT services.
  3. Provide technical guidance, mentorship and support to MOH and partner program staff to implement PMTCT initiatives that will prevent the transmision of HIV from infected mothers to infants
  4. In charge of developing and continuous review of Standard Operating Procedures (SOPs) for PMTCT; training and roll out of guidelines to MOH staff with support, leadership and mentorship support of the Senior Technical Lead.
  5. Provides management support to the Senior Technical Lead in addressing technical review comments and weaknesses identified in delivery of PMTCT services in the program
Responsibility 2: To support the provision and coordination of capacity building efforts aimed at improving quality and expansion of PMTCT services
 
Tasks:
  1. Conduct a capacity assessment of all health facilities within the project area
  2. Organize and co-ordinate various trainings to increase the capacity of health providers to provide quality HIV services
  3. Ensure PMTCT services are being offered according to the set national standards
  4. Provide mentorship and coaching for program officers to enable them mentor health facility staff on provision of HIV services
  5. Oversee printing and distribution of job aids and algorithms to all supported health facilities
Responsibility 3: Scale up and stregthen PMTCT interventions including referal for care and treatment within facilities and in referal sites
 
Tasks:
  1. Ensure regular supplies of test kits, OI drugs and other commodities
  2. Establish and strengthen laboratory networks for EID and CD4 to enhance continuum of care of clients within the program
  3. Scale up EID and pediatric care to those eligible ensuring demonstrable increase in numbers of children undergoing EID
  4. Develop and maintain high standards of program quality in line with national guidelines
  5. Develop and strengthen service level referal and community-facility referall mechanisms that ensure smooth transition of PMTCT, PITC, EID clients to provision of care, treatment and support for HIV positive mothers and children at all PMTCT sites.
  6. Work with technical lead – Health Promotion and Community Development services in areas of health education and promotion activities to ensure BCC messages are appropriate to address prevention needs of the beneficiaries; developing and leading the project team in implementing effective strategies that reduce socio-cultural impediments to PMTCT service delivery such as male involment in PMTCT service interventions
  7. Liaise with Technical Lead- Care and treatment to ensure continuum of care for clients within the project sites
Responsibility 4: Sub-county (District Team Leadership) and staff supervision and mentorship
 
Tasks:
  1. The TL will be assigned one Sub County within Kisii County to fully coordinate program implementation, management and reporting.
  2. Specifically the TL will be the overall manager in charge of sub-county team and therefore direct staff management and supervision.
  3. Ensure coordinated implementation of program activities in the Sub county such as Overall Coordination of program work
  4. Act as CAREs Contact person for the Sub County
  5. Coordinate technical support from other technical leads to the Sub County
  6. In –charge of sub county sub grants component in all aspects related to priority setting, planning and budgeting, joint planning and review of planned activities, ensuring scope of work is timely implemented, ensuring performance framework is achieved and reported on, ensuring timely monthly and quarterly reporting, ensuring funds are utilized effectively and transparently and in agreed upon priorities and within budget lines; ensuring prior approvals are sought and approved by SPM before funds are diverted and that documentation is maintained for future reference.
  7. Identifies and ensures good working relationship with other partners in the Sub County
  8. Primarily supervise all staff in the Sub County (s) administratively, offer mentorship and sub grants management support. These include Program Officers, Field Officers and M&E officers.
  9. Working closely with other TLs, timely appraise district teams on sub county level of performance for technical areas they are directly in-charge of; appraise Program Officers annually and consistency provision of feedback on performance to staff during implementation
  10. Working closely with other TLs, review Program staffs’ Individual Operating Plans and providing support during implementation of services.
  11. Mentorship of all program staff and facility based staff in areas of HIV prevention
  12. Provide and encourage mentoring, coaching, team building and training opportunities at all levels of the program.
  13. In charge of developing costed work plan and its management of activities and budgets in the delivery of PMTCTactivities of the program
  14. Ensure effective resource management in the PMTCT program area
Responsibility 5: Reporting, documentation, monitoring and evaluation
 
Tasks
  1. Generate program reports on the technical scope on monthly basis and as required by CARE and CDC; as well as for county level reporting and partnership engagements.
  2. Provides support to Project Team Leader and M&E Coordinator and officers in the development of a coherent program management plan which incorporates all indicators for measuring progress of prevention services and their contribution to HIV care and treatment interventions
  3. 3. Supports effective coordination and timely collection and review of data for prevention services
  4. Jointly with others undertakes data quality audit for the PMTCT components of the program and supports analysis to inform gaps in uptake of continuum of services for care and treatment services including HIV/TB integration
  5. Supports mentorship of HMIS staff to ensure timely and accurate recording of data from prevention services
  6. Support timely and quality reporting and sharing lessons learnt and best practices within the coverage of the comprehensive program, CARE and its partners, MOH and its partners and community stakeholders.
  7. Provides support to Project Team Leader and M&E Manager and officers in the development of a coherent program management plan which incorporates all indicators for measuring progress of PMTCT services and their contribution to HIV care and treatment interventions
  8. Supports effective coordination and timely collection and review of data for PMTCT services

Responsibility 6: Support to CARE’s management systems and other duties
 
Tasks
  1. Represent CARE in forums, meetings and community engagement
  2. Deliver program in line with CARE’s programming principles, policies and systems ensuring good stewardship of resources
  3. Any other duties assigned by the Senior Technical Lead
Authority:
  1. Spending Authority: 400,000 on PMTCT/PITC and other prevention budget
  2. Supervision: The position will primarily supervise 3 staff cadres (Program officer, M&E officer and Field Officer) in the assigned Sub County (s). The position will also offer technical supervision and mentorship on PMTCT to all Program Officers across the program directly and Field Officers and M/E Officers indirectly, across the program. She will jointly appraise them on this scope of work alongside other TLs.
  3. Decision Making: Key decision making with the SPM, and Kisii SMT regarding program implementation as approved by the policy

  • Member of the Senior Management Team of CARE International in Kenya which includes the Country Director, Assistant Country Director Programs, Deputy Director Finance and Administrative Services while seeking support from the various country office support units: Finance, IT, Administration/ procurement, internal audit/compliance and Human Resources.
Working Conditions
  • Stationed in Kisii sub office of the program; receives logistical and financial support during travel to undertake program activities.
  • Qualifies for telephone allowance to enhance communication with health care staff of the Ministries of Public Health and Sanitation and Ministry of Medical Services and consortium partner staff and CARE staff.
Qualifications
 
Education: Medical Doctor (MB, ChB) (primary) or advanced Nursing, and Clinical Medicine training coupled with over 5 years of relevant experience in HIV care and treatment including PMTCT programs.
 
Experience: At least Three (3) years of work experience in HIV and AIDS programs. Experience in managing PEPFAR programs will be an added advantage.
 
Experience in HIV PMTCT programs, reproductive health and BCC programs essential
 
Certificates: short courses training in HIV/AIDS-related areas like HTC, PHDP, ART (adults and children), TB/HIV, commodity management, PMTCT, reproductive health; etc
 
Competencies:
  • Proficient in the various computer packages
  • Ability to prioritize work according to importance and deadlines
  • Ability to communicate effectively both orally and in writing
  • Able to work effectively and efficiently as part of a team.
