Vacant Positions in The Turkana County Public Service Board
 
The office of the Governor, Turkana County wishes to recruit competent and qualified persons to fill the vacant positions in the Turkana County Public Service Board of Chairperson and Secretary to the Board. 
The County Public Service Board is responsible for ensuring uniformity of norms and standards for: establishing and abolishing offices in the County Public Service; appointing persons to hold or act in those offices and confirming appointments.
 

 

The Board is also responsible for exercising disciplinary control over and removing persons holding or acting in those offices.
In addition, it oversees the implementation of policies on Human resource management and development; and promotion of labour relations amongst other functions.

Specific duties and responsibilities will include and not limited to the following:-
  • Appoint persons to hold or act in Public County Offices including in the Boards of Urban areas within the County and to confirm appointments;
  • Prepare regular reports for submissions to the County Assembly on the execution of the functions of the board;
  • Promote in the County Public Service, the values and principles referred to articles 10 and 232 of the Constitution of Kenya;
  • Evaluate and report to the County Assembly on the extent to which the values and principles referred to in articles 10 and 232 of the Constitution of Kenya 2010 are complied with in the County Public Service;
  • Facilitate the development of coherent, integrated Human Resource Planning and Budgeting for personnel emolument in the County;
  • Make recommendations to the Salaries and Remunerations Commission on behalf of the County Government, on the remuneration, pensions and gratuities for County Public Service employees;
Requirements and competences for appointment:
  • Be a Kenyan citizen;
  • A bachelor’s degree in any of the Social Sciences obtained from a University recognized in Kenya;
  • Over 10 years working experience in senior management position in the Public or an equivalent position in the Private sector;
  • Satisfy the requirements of Chapter six (6) of the Constitution of Kenya
  • Conform with the requirements of article 233 of the Constitution of Kenya 2010.
  • Understand the diversity within the County.
Remuneration: 225,000 x 18,750 pa – 243,750 x 18,750 pa – 262,500 x 18,750 pa – 281,250 x 18,750 pa -300,000; Other allowances and benefits is as per guidelines from the Salaries and Remuneration Commission.
 
Duration: The Chairperson will hold the office on Contract terms for a nonrenewable period of six (6) years on full time basis and subject satisfactory conduct and work performance.

TCG 2/2106: Secretary

To support the County Public Service Board, a County Public Service Board Secretariat has been established at the County level to be headed by the Secretary who will also be the Chief Executive of the Board.
 
The Secretary will be responsible for coordination and facilitation of support services and functions of the Board.

Specific duties and responsibilities will include and not limited to the following:-
  • Management of the day to day activities of the Board’s Secretariat.
  • Preparing Agenda for the Board.
  • Circulation of prepared agenda and minutes of the Board to the members before the start of the Board’s meetings.
  • Taking minutes of the Board’s and Committee meetings.
  • Compiling the decisions of the Board.
  • Ensuring Board decisions are promptly implemented / communicated and providing feedback to the Board on their implementation status.
  • Ensuring Board decisions are implemented / communicated and providing feedback to the Secretary on the implementation status.
  • Initiating, coordinating and submitting programmes necessary for the achievement of the Board’s mandate for submission to the Board for approval.
  • Ensuring safe custody of the Board’s vital records and information.
  • Coordinating the preparation of the Board’s Annual Reports and any other reports as required;
  • Coordinating the efficient and timely provision of services by other departments;
  • Performing any other duties as may be assigned by the Board.
Requirements and competences for appointment:
  • Be a Kenyan citizen.
  • A bachelor’s degree in any of the Social Sciences obtained from a University recognized in Kenya;
  • Should be a chartered secretary (ICPSK).
  • Have a working experience of not less than five (5) years at a senior management level in human resource management or related field, three (3) of which should be in Public Service.
  • Satisfy the requirements of Chapter six (6) of the Constitution of Kenya
  • Conform with the requirements of article 233 of the Constitution of Kenya 2010;
  • Satisfy the requirements of chapter six of the constitution on leadership and integrity.
  • Have attended a senior management course or strategic leadership course lasting not less than four weeks from a recognized institution;
  • Demonstrate a high degree of administrative, managerial and leadership capabilities;
  • Be a professional who demonstrates absence of breach of the relevant professional code of conduct;
  • Show merit and ability as reflected in work performance and results;
  • Have capacity to work under pressure to meet strict deadlines;
  • Be committed to be part of a team that will enable the Board and by extension the County Government deliver its mandate;
  • Computer application skills;
  • Understand the diversity within the County.
Terms of Service
 
Remuneration:165,089 x 7,353 pa – 172,442 x 7,353 pa -179,795 x 7,353 pa -187,148 x 7,353 pa -194,501 Other allowances and benefit is as per guidelines from the Salaries and remuneration Commission.

Duration: The Secretary will hold the office on Contract terms for a non-renewable period of six (6) years on full time basis and subject satisfactory conduct and work performance.
