Job Vacancy: Senior Energy Advisor & Power Africa Liaison to the Cabinet Secretary for the Ministry of Energy and Petroleum, Kenya
Summary: Tetra Tech, ES Inc., the lead contractor under the Power Africa Transactions and Reforms Program (PATRP), is recruiting for the role of Senior Energy Advisor & Power Africa Liaison to the Cabinet Secretary for the Ministry of Energy and Petroleum, Kenya.
This is a full-time resident position in Nairobi, Kenya for twelve (12) months, with the possibility of an extension.
Candidates must have the right to live and work in Kenya.
The Role: Power Africa is a U.S. Government-led initiative launched by President Obama in 2013.
Power Africa’s goals are to increase electricity access in sub-Saharan Africa by adding more than 30,000 megawatts of cleaner, more efficient electricity generation capacity and 60 million new home and business connections.
Power Africa works with African governments and private sector partners to remove barriers that impede sustainable energy development in sub-Saharan Africa and to unlock the substantial wind, solar, hydropower, natural gas, biomass, and geothermal resources on the continent.
Power Africa, through PATRP, is appointing a full-time Senior Energy Advisor & Power Africa Liaison who will be responsible for providing high-level policy, legal, regulatory, finance and strategy advice to the Cabinet Secretary for Energy and Petroleum, Kenya and senior staff in the Ministry.
Through this appointment, Power Africa is looking to support the Government of Kenya as it aims to achieve its energy sector objectives.
In this direction, the Senior Energy Advisor & Power Africa Liaison will work with the Ministry of Energy and Petroleum to create and maintain a stable investment climate for the increased private sector participation in energy, in developing expanded transmission and distribution networks to deliver power to customers, enhancing the credit-worthiness of off-takers, maintaining cost-reflective tariffs, and increasing efficiency in the sector to support more affordable end-user tariffs.
The Senior Energy Advisor & Power Africa Liaison will also serve as a link between the Ministry of Energy and Petroleum and Power Africa in order to communicate and coordinate activities that relate to the advancement of the initiative’s goals.
The Senior Energy Advisor & Power Africa Liaison will be embedded within the Ministry of Energy and Petroleum in Nairobi and will be expected to work closely with the Cabinet Secretary and senior staff in the Ministry.
Required Qualifications, Skills & Competencies
The Senior Energy Advisor & Power Africa Liaison must have a proven track record of leadership, be highly motivated and possess significant experience in advising on energy sector issues within a complex political environment involving multiple stakeholders.
Ideal candidates will have a strong technical understanding of the Kenyan energy sector, proven communication skills, and a good understanding of and preferably experience with USAID processes, procedures and liaising with USAID counterparts.
Experience in working in countries with similar conditions to Kenya is desirable (e.g. sub-Saharan Africa).
The Senior Energy Advisor & Power Africa Liaison will be expected to possess an advanced university degree in Economics, Engineering, Law, or Business Management.
He/she should also possess significant relevant experience in the power sector with a focus on such issues as public policy, sector regulation and reforms, private sector investment (e.g., Independent Power Producers, Public-Private Partnerships), utility management and performance improvement, and off-grid electrification.
The Senior Energy Advisor & Power Africa Liaison will need to demonstrate the following core competencies:

- Strong analytical, communication, writing skills and problem-solving ability.
- Management and delivery, including excellent project management skills.
