Health Systems Strengthening (HSS) Advisor
Duties and Responsibilities
- Provides
overall leadership for key HSS activities to support county-level
policymakers in strategic planning and management, systems development,
and strengthening health information systems, human resource management,
quality assurance, and commodity management. - Identify
and assess issues around devolution and the functions and organization
of the county government, particularly county health management teams
and their capacity gaps.
Qualification Requirements:
- Masters
Degree in Public Health, Health Policy, Health Administration or other
relevant field and 10+ years of professional experience. - At
least 7 years managing and implementing HSS programs in the areas of
governance and strategic planning, , policy reform, health products and
technology, HRH, strategic M&E, and referral systems.

- Demonstrated ability to work effectively manage relationships with the
Ministry of Health, other government representatives, for-profit private
sector entities, local community organizations, donors, and other
stakeholders, particularly at the sub-national level. - Professional level of oral and written fluency in the English language.
- Ability and willingness to travel frequently to program sites throughout the country.
