KYES Baseline Survey
Background: The Kenya Youth Employment and Skills Program( K-YES) is a five-year program funded by USAID and implemented by RTI International and a consortium of partners that aims to enhance the employability of Kenyan youth (ages 18-35) with primary or some secondary education for increased wage and self-employment. 

Specifically, the program will focus on nine counties – Bungoma, Garissa, Kericho, Kwale, and Nairobi in Phase 1 of the program, and Kisii, Migori, Nyeri, and West Pokot in Phase II. 
KYWP activities are expected to result in increased youth workforce competitiveness and employment. 
The program is currently looking for a consultant to carry out a quantitative baseline assessment survey in five target counties, as from 18th July to 19th August 2016.
Scope of work for the consultants: The consultant will conduct a quantitative and SMS baseline survey in five counties (25 in total) against five project output and outcome indicators as follows;
A. Quantitative Survey
PI-07 (3.2.1-15): Number of youth learners enrolled in targeted youth polytechnics by KYES program by county.
  • Number of students enrolled currently, and in the last 3 years,
  • Type of courses undertaken,
  • Duration of courses undertaken
  • Type of certification/accreditation
  • Number of female students enrolled by course
  • Number of students with disabilities enrolled by course.
PI-08: Number of youth learners who successfully complete youth polytechnic programs with USG support
  • Number of students who completed their programs in the last 3 years,
  • Type of courses undertaken,
  • Duration of courses undertaken
  • Type of certification/accreditation
  • Number of female students completing by course
  • Number of students with disabilities completing by course
  • Number of graduates employed within 6 months after completing YP programs and type of employment secured.
CI-22: Number of government tenders awarded to women, disability and youth businesses at county level. This pertains to adherence to the Youth Access to Government Procurement Opportunities (YAGPO) initiative in the last 2 years.
  • Disaggregated by county, sex and disability status.
B. SMS Survey
PI-15: Percent change in number of youth who report improved awareness about financial services (improved awareness refers to awareness of youth friendly financial services inclusive Youth Enterprise Fund, Uwezo fund, YAGPO, Women Enterprise Fund, VSLAs, Microcredit and any other youth friendly sharia compliant financial products.). This will be a population based survey.
PI-13: Percent change in employer satisfaction survey scores with KYES graduates i.e. a baseline satisfaction score from employers who have YP/YSO graduates on their payroll. Names and phone numbers of potential employers will be provided.

Qualifications and experience:
The consultant / consulting firm hired to carry out this assignment should have the following qualifications:
  • Extensive, demonstrated five years’ experience in conducting quantitative and SMS based baseline surveys
  • Excellent data analysis and report writing skills
  • Excellent oral and written communication skills in English and Kiswahili. 
  • Excellent interpersonal and cross-cultural communication and interpersonal skills demonstrated by ability to interact professionally with culturally and linguistically diverse staff, clients and consultants. 
  • Demonstrated ability to set and deliver on priorities.
Methodology / Scope of Work
The consultant is expected to carry out the following activities:
  • Preparation of the quantitative and SMS survey methodologies inclusive data collection tools and data collection plan to be submitted for review by KTES teams
  • Administer field data collection using an interview questionnaires and SMS surveys
  • Presentation of preliminary findings at the conclusion of the field work; the consultant will give a brief presentation of preliminary findings to K-YES technical staff
  • Finalization of the report based on input from K-YES program.
The external consultant shall submit the following reports related to KYES baseline survey:
  • Inception Report to be reviewed by KYES project teams outlining the proposed survey methodology, stools, and processes of data collection and analysis
  • Draft report of the baseline survey for feedback and comments from KYES Project staff.
  • Presentation on the main findings of the baseline survey at field level involving project teams, community representatives, and local authorities.
  • A comprehensive final report after review, validation, and acceptance of the draft report by KYES Final report which includes:
  1. Summary
  2. Introduction
  3. Methodology
  4. Findings of the baseline study. Baseline information per indicator shall be presented.
  5. Conclusions
  6. Electronic annexes with the site-by-site raw data used for the analysis.
Level of Effort: The consultant must be available for at least 20 working days during the months of July-August 2016.

  • A sample of a recently written report for a similar assignment.
