Role Purpose: The Children on the Move (CotM) Communications and Advocacy Coordinator will lead on the implementation of activities aimed to ensure that children in Dadaab refugee camps have access to information about the Voluntary Repatriation process and are engaged in decisions that affect them.

The post holder will work closely with Education and Child Protection programme teams to develop, test and disseminate child-friendly messages and information, as well as use contextually appropriate and innovative means to effectively engage children in the voluntary repatriation process.

All Save the Children programming in Kenya aims to develop and demonstrate evidence-based, replicable breakthrough solutions to problems facing children.

It is essential that good quality programme work and learning is then communicated to civil society, government actors, donors and other practitioners to advocate for better practices and policies for children.

The post-holder will work closely with the Country Office Communications Manager to ensure that quality and timely internal and external facing communications materials are produced for internal audiences, media organisations, donors, government stakeholders and other partners and to ensure visibility of Save the Children’s brand in Kenya.

Through our advocacy work, we are ensuring that we are the voice for children especially in our programme areas which have some of the most deprived children in Kenya.

Our approach to advocacy is based on the following key principles:

  • Evidence (research and policy): our advocacy work draws directly on our programmes and is informed by evidence and best practices generated by our Monitoring, Evaluation, and Accountability and Learning (MEAL) systems and by our research.
  • Influence (media and advocacy): Our advocacy work engages all media and aims to catalyze public opinion and influence decision makers to bring about change.
  • Outcry (mobilization): in partnership with civil society, children and community led initiatives, we mobilise children and communities to claim their rights and to monitor their implementation.

Scope of Role:

Reports to: Area Programme Manager – Dadaab

Dimensions: Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners.

Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH.

In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya.

In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own.

Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and we work through partners in many other parts of the country.

In 2016, Save the Children established a new project office in Madagascar whose operations are managed by the Kenya CO.

In total, we employ around 250 staff in both countries and had an operating annual budget in 2016 of approximately US$17.5million.

Key Areas of Accountability:

Programme implementation: Communications for Development (C4D)

  • Lead the development and production of child friendly information through various media that explain the VolRep process, situation in Somalia, prevention of separation, prevention of abuse while at the camp and on the move
  • Determine various formats for communication packages and lead on their production (including, but not limited to, short films, photo stories, pamphlets, wristbands and radio broadcast pieces) to enable dissemination of information amongst children in the Dadaab
  • Conduct dissemination forums in various community spaces- schools, return help desks, community spaces, children activities etc. This will include monthly awareness and dissemination forums targeting various population segments in the camp: teachers, parents, community leaders and children regarding the VolRep Process. , prevention of risks and access to basic services in Somalia; education access, requirements for enrolment, curriculum and language of instruction.
  • Coordinate with and involve other stakeholders in Dadaab and in Somalia, UNHCR, DRC, NRC, UNICEF, together with the thematic working groups-Child Protection and Education, to ensure that information is accurate and reliable.
  • Support child led forums that contribute to lobbying for child focused interventions amongst duty bearers implementing programs in Dadaab.


  • Lead the production of timely, accurate, clear and consistent information and communication outputs relating to the situation for refugee children in Dadaab and Save the Children’s programmes – including collecting and compiling human interest stories, photographs and videos, dashboards and factsheets in coordination with Technical Specialists and the Country Office Communications Manager
  • Takes the lead in organizing media outreach; arranges all media contacts, press briefings, and interviews; provides talking points and other materials as needed; responds to media inquiries quickly and effectively.
  • Ensure accurate information and communication flows between programmes in Dadaab and a variety of internal and external stakeholders (including situation reports) – knowledge management
  • Ensure that relevant documents are made available on internal communications systems (OneNet, SharePoint, drop box, and news bulletins) as well as external platforms (in consultation with the Communications Manager)


  • Support Education and Child Protection Programme Managers in Dadaab in identifying policy and practice change, which would promote and enhance the protection and development of refugee and host community children.
  • In close collaboration with Dadaab-based programme teams, the Head of Advocacy and Education and Child Protection Technical Specialists, develop a ‘Children on the Move’ advocacy strategy.
  • Formulate key ‘Children on the Move’ advocacy messages and targets from lessons learned, assessments, research and evidence gained through project implementation.
  • Develop and implement relevant context specific strategies for effective child participation within the advocacy activities in collaboration with the field office teams and relevant staff at the country office.
  • Lead and support donor-focused initiatives to improve resource allocation for the continued protection of children’s rights in Dadaab in collaboration with other CSOs.
  • Undertake a range of lobbying, communications and other activities to inform and persuade policy makers, including donors and politicians, of the value of Save the Children’s policy recommendations for improving the situation for refugee children in Dadaab.
  • Lead the county level monitoring and evaluation of advocacy-related objectives, mapping of key opportunities and events, organisation of Save the Children ‘moments’ and events.
  • Linking to international process and in collaboration with  field office staff and technical specialists oversee the development of advocacy materials – including policy briefs, position papers, press releases, Q&As and opinion pieces for county and national advocacy.

Building Partnerships & Capacity

  • Identify local networks and coalitions and develop sustained partnerships/ alliances that are critical in the dissemination and/or application of key information, messages and research findings and/or learning to influence the policy and practice landscape. This includes representing Save the Children at strategic forums, networking with strategic CSOs and other social movement processes that are relevant to Save the Children’s policy work around the situation for refugee children.
  • Support initiatives led by the Dadaab MEAL team to build partnerships with communities and programme beneficiaries in establishing accountability mechanisms, capacity building and knowledge management.
  • Support the capacity building of programme and field staff and key partners on communications and advocacy through training, sharing best practices and supporting learning and knowledge management.

Programme Development & Management

  • Participate in proposal development processes, in particular liaising with relevant Technical Specialists and programme staff to ensure that communications and advocacy approaches are integrated within and contribute to the achievement of project results and objectives and that sufficient funds are budgeted for implementation.
  • Participate in Save the Children programme meetings and related sessions to draw out research-based advocacy messages in programmes.  Keep abreast of current research, national and donor policies and debates in Kenya, relevant to advocacy around the situation for refugee children in Kenya, and specifically those in Dadaab.
  • In collaboration with programme managers, monitor and evaluate child protection and education communication and advocacy activities within budgets, ensuring that indicators and methods are in place to allow evaluation of the achievements and develop regular reports on progress. Post holders will also contribute heavily to the design, development, implementation and dissemination of any programme related research.

Qualifications and Experience

  • Degree in communication or a relevant subject coupled with at least three years equivalent of progressively responsible experience in public information, public relations, journalism, international relations, public administration or related area, especially within humanitarian organizations and contexts. . Prior experience working in a refugee setting is an added advantage.

  • An academic qualification directly related to communication, journalism, international relations, public administration, Community development.
  • Experience and training on policy and advocacy.
  • Good knowledge of refugee law and issues facing refugee children in Kenya, including the work of academic/research contacts, NGOs, UN agencies
  • Good presentation and persuasion skills.
