We are seeking to fill the several positions for an anticipated funding by the United States Agency for International Development (USAID).

Deputy Chief of Party and Service Delivery Technical Advisor (DCoP & SDTA)

Ref: Amref/DCoP & SDTA/2017/01-001

The Deputy Chief of Party & Service Delivery Technical Advisor (DCOP/SDTA) will be responsible for the overall technical oversight of the project and is specifically responsible for project implementation that relates to facility and community level service delivery.

The DCOP/SDTA reports directly to the COP and will take a leadership role in ensuring technical implementation of high impact, proven interventions and ensure the project meets stated goals and reporting requirements.

S/he will coordinate with other technical leads of key stakeholders, other USG implementing partners, and GOK, particularly at the county-level.

S/he should be knowledgeable about current implementation science and state-of-the-art service delivery approaches.

Senior Technical Advisor – Youth Services
Ref: Amref/STA-YS/2017/01-002

The Senior Technical Advisor – Youth Services will work with the youth at community level to help identify their health needs and design interventions to ensure that they are able to access and utilize health services as well as promote the adoption of healthy behavior.

The incumbent will also work with county leaders to scale up effective strategies to provide SRH information and services to adolescents and youth where these services already exist.

Senior Technical Advisor – Community Health Systems Strengthening
Ref: Amref/STA-CHSS/2017/01-003

The Senior Technical Advisor – Community Health Systems Strengthening (CHSS) will provide technical and programmatic oversight, Human Resources for Health (HRH) and direction in the areas of health systems strengthening, including county governance and strategic planning and support in strengthening County Health Systems for delivery of (FP/RMNCH), Nutrition and WASH service program in Kenya.

The HSS Advisor will be responsible for identifying health systems strengths, weaknesses gaps and to work with the sub-county and CHMTs in defining specific responses aimed at improving service delivery.

S/he should be knowledgeable on issues around devolution and the functions and organization of the county government, particularly the county health management teams and their capacity gaps.
Senior Technical Advisor – Capacity Building (RMNCH)
Ref: Amref/STA-CB/2017/01-004

Senior Technical Advisor – Capacity Building shall be in charge of development of the county capacity building strategies in conjunction with the technical experts in governance, data use, analytics and health systems.

S/he will lead the development and implementation of capacity building plans in project counties with the aim to show tangible results in increased data quality, availability, use, and improved leadership and management and governance practices.

Senior Technical Advisor – Behavior Change Intervention
Ref: Amref/STA-BCI/2017/01-005

Senior Technical Advisor – Behavior Change Intervention shall provide technical leadership in the development of comprehensive social and behavior change communication (SBCC) strategy for FP/RMNCAH, WASH and nutrition practices. Advise counties and sub-counties on all the technical aspects of SBCC implementation, ensuring a unified and effective approach to achieving expected outcomes.

H/she shall lead the design process and dissemination of appropriate messages, effective and targeted, to increase knowledge about nutrition, the promotion of healthy eating habits, foster a supportive community environment in which key influencers reinforce positive behaviors in WASH and nutrition and reduce barriers for vulnerable populations to access a healthy, balanced diet and access of FP and reproductive health.

Senior Technical Advisor – WASH
Ref: Amref/STA-W /2017/01-006

Senior Technical Advisor – WASH shall work closely with technical leads for health, nutrition, gender and agriculture in strategic planning and coordination to ensure strong synergies and integrated in a joint nutrition / health / WASH and FP/RMNCAH.

Will play key role in ensuring increased practice of key WASH and Nutrition behaviors in communities.

Will play the role in strengthening County Health Systems in terms of quality delivery.

Senior Technical Advisor – Gender Development
Ref: Amref/STA-GD /2017/01-007

Senior Technical Advisor – Gender Development shall ensure gender mainstreaming throughout project evaluations and results based management frameworks; developing, strengthening and supporting comprehensive and tangible gender equality strategies and action plans; and facilitating gender capacity building for field teams via training and/or tool development.

The incumbent shall be expected to work with county leaders to scale up effective strategies to scale up effective strategies to provide SRH information and services to adolescents and youth.

Finance & Administration Manager
Ref: Amref/F & AM /2017/01-008

Finance and Administration Manager shall be responsible for overseeing all aspects of financial management, including financial systems implementation, budgeting, expenditure tracking, and financial reporting and accounting.

The incumbent shall play a key role in financial management and procurement oversight in relations to the project.

Monitoring, Evaluation & Learning Officer
Ref: Amref/M,E & L /2017/01-009

The Monitoring. Evaluation & Learning Officer shall be expected to develop and implement an effective monitoring and evaluation plan for the project.

The M&E officer will compile periodic project reports and ensure monitoring tools are developed and updated regularly.

The incumbent will conduct training and support project staff on M&E data and inform the project implementation team for action.

Programme Officers
Ref: Amref/STA-PO /2017/01-0010 (4 Positions)

Programme Officers shall co-ordinate and participate in planning and implementation of project activities in the entire country.

S/he shall provide technical input in the review of reports and participate in field assessments and participate in capacity building activities, field visits and meetings with relevant partners and stakeholders to strengthen networks and partnerships.
