Child Safeguarding: Level 3 – The responsibilities of the post may require the post holder to have regular contact with children or young people and, in the overseas context all posts are considered to be in view of potential situations which may allow staff unsupervised access to vulnerable children and young people.

Role Purpose: Save the Children in Kenya is responding to the ongoing drought in Kenya that affected the lives and livelihoods of millions of Kenyans, particularly in the worst affected Northern Counties of Turkana, Mandera, Wajir and Garissa.

SC has developed a multi-sectoral response strategy to address the immediate and recovery needs of the affected population.

The Food Security and Livelihoods response plan is particularly focused on addressing the immediate food gaps and livelihoods protection needs while also looking at the recovery of livelihoods activities and stabilization of the food security situation in the longer term.

SC has presently secured funding for its FSL response and is in the process of recruiting new staff to support program implementation both at field level and in Nairobi.

The FSL Project Officer will be responsible for ensuring the implementation of the emergency food security and livelihoods projects as outlined below.

The post holder will ensure the effective and efficient implementation activities directly related cash and voucher-based programs, livestock health, livestock marketing, livestock feeding among others.

The Project Officer would contribute to enhancing the capacity of the Food Security & Livelihoods team to gather quality information on the household economies of targeted vulnerable groups, by participating in assessments and assisting with information analysis and report writing, and subsequently to provide technical input into the development, monitoring and evaluation of food security projects.

Dimensions: Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH.

In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya.

In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own.

Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and we work through partners in many other parts of the country.

In 2016, Save the Children established a new project office in Madagascar whose operations are managed by the Kenya CO. In total, we employ around 250 staff in both countries and had an operating annual budget in 2016 of approximately US$17.5million

Staff directly reporting to this post: FSL Assistant

Key Areas of Accountability:

  • Responsible for FSL day to day activity implementation in Mandera County;
  • Work closely with FSL Project Assistants, local government line ministries and the communities in the planning and coordination of Save the Children FSL projects;
  • Provide regular report and updates to the Project Coordinator regarding on project activities from the operation sub-Counties;
  • Ensure correct beneficiary selection procedure and criteria are followed by the FSl Assistants, community mobilisers and committees;
  • Ensure any feedback from beneficiaries or target communities shared by FSL Project Assistants and the community members are responded to appropriately or raised with FSL Coordinator, Advisor or Manager as needed;
  • Support FSL Assistants in the planning of their day to day activities;
  • Coordinate with FSL Coordinator and field finance team, field logistics in the planning of cash distribution activities.
  • Ensure that beneficiaries are adequately communicated about project activities and plans, including distribution date and conditions required for verification.
  • Training of FSL Assistants and data collectors on PDM tools and price monitoring tools and regularly check the quality of information collected.
  • Provide regular progress report to the FSL coordinator as per the requirement;
  • Prepare monthly quarterly and annual activity plans, action plans for monitoring, review and quarterly and annual project reports and plans.
  • Be fully aware of how far the project fulfils child rights in terms of SCI’s strategic and thematic plans.  Ensure that Child Rights programming is effectively incorporated into all aspects of SCI’s work.
  • Organize meetings to sensitize communities about the purpose and modalities of the food security and livelihoods project.
  • Document relevant distribution data;
  • Participate and lead selection of beneficiaries for the different program activities.
  • Perform other duties as assigned by the supervisor.
