KNEC Director of Corporate Services Career Opportunity

The Kenya National Examinations Council (KNEC) is a State Corporation established through an Act of Parliament (CAP 225A, Laws 01 Kenya) repealed by the Kenya National Examinations Council Act no. 29 01 2012.

The Kenya National Examination Council invites applicants for the following exciting opportunity;

1.0 Director, Corporate Services: KNEC Scale EC 15

The Director Corporate Services will be reporting to the Chief Executive Officer and will provide strategic leadership in the development of appropriate structures, policies and programs that attract and retain quality talent; the job holder will oversee the Human Resource and Administration function, Finance and Accounts, Corporate Communication and Planning to ensure efficient and effective execution of the Council’s mandate.

1.1 Requirements for Appointment:

1.1.1 Bachelors Degree in any of the following: Commerce, Business Administration, HRM, Finance or Accounting, Statistics or any other equivalent qualification from a recognized institution;

1.1.2 Masters Degree in either: Business Administration, Finance, HRM, Statistics, Development, Public Relations, Public Administration or any other equivalent from a recognized institution;

1.1.3 Have served as Deputy Director HRM & Administration or Financial Controller for a minimum period of three (3) years; OR have 15 years cumulative relevant work experience, three (3) of which should have been at managerial level handling Finance/Accounting, HRM & Administration, Public Communications or Planning duties in a reputable institution;

1.1.4 Strategic Leadership Development Programme (SLDP) lasting not less than six (6) weeks from a recognized institution;

1.1.5 Have evidence of proficiency and knowledge in Computer Applications;

1.1.6 Membership to a relevant professional body (IHRM-K/ICPAK/KIM);

1.1.7 PhD will be an added advantage;

1.1.8 Meet the requirements of Chapter Six of the Kenyan Constitution on Leadership and Integrity.

1.2 Duties and Responsibilities

1.2.1 Develop, review and implement administrative policies, strategies and programmes within the department;

1.2.2 Oversee the human resource management and development function of the Council;

1.2.3 Coordinate the preparation of annual financial statements in accordance with prescribed accounting standards and ensuring maintenance of proper books of Accounts;

1.2.4 Mobilize and manage the financial resources of the Council;

1.2.5 Coordinate annual budgets for the department;

1.2.6 Coordinate general administrative services of the Council and prudent utilization of departmental resources;

1.2.7 Coordinate the development of departmental work plan and procurement plans;

1.2.8 Coordinate Corporate Communications activities and advise the Council in all areas of corporate communications strategies;

1.2.9 Advice on planning and economic policy issues to the Council;

1.2.10 Coordinate implementation of the performance management system at corporate level; spearhead ISO certification process; develop, implement, monitor and review Council’s Strategic Plan;

1.2.11 Plan and coordinate examinations transport logistics

1.3 Skills and Competencies

1.3.1 Strong analytical skills;

1.3.2 Knowledge of Government Performance Contracting Process and Quality Management;

1.3.3 Strong leadership skills;

1.3.4 Ability to drive change and innovation;

1.3.5 Effective interpersonal and communication skills

1.3.6 High level of maturity including team working/building skills

1.4 Remuneration Package

1.4.1 Gross Salary – Min. Kshs.340,163/ – Max. 478,670/

1.4.2 Leave allowance – Kshs.25,000/

2.0 Shortlisted candidates for the position must meet the provisions of Chapter six of the Constitution of Kenya.

2.2 Ethics and Anti-Corruption Commissions.

2.3 Criminal Investigation Department.

2.4 Higher Education Loans Board.

2.5 A Credit Reference Bureau.
