Declaration of Vacancy for the Position of the Vice Chancellor
Jomo Kenyatta University of Agriculture and Technology (JKUAT) is one of the leading Universities in Africa, well known for its prime role in advancing knowledge and driving change in the key areas of Agriculture, Engineering, Technology, Enterprise Development, Built Environment, Health Services, Social Sciences and other Applied Sciences.
The University has a staff and student population of 2,850 and 45,000 respectively, spread between the Main Campus at Juja and other strategic campuses across the country.
In pursuit of her Vision, the University is currently involved in a major transformation in all its facets of operations, with a view of becoming “A University of global excellence in Training Research and Innovation.”
The University is now seeking to appoint a Vice Chancellor, an eminent and dynamic individual with an outstanding track record and a go-getter in academics, research and leadership.
As the Chief Executive Officer of the University, the Vice Chancellor must be visionary, innovative and a change agent, ready to build a strong management team.
For appointment to the position of the Vice Chancellor, a person shall:
i. Be a full Professor and holder of an earned doctorate degree from a university recognized in Kenya;
ii. Have thorough knowledge in the structural, legislative and regulatory framework for administering university education in Kenya;
iii. Have at least fourteen (14) years hands-on experience at a senior level in managing a large and complex university or equivalent institution with demonstrable leadership, and management capacity including knowledge of public financial management and strategic people management;
iv. Be an accomplished scholar with proven track record and demonstrated evidence in formulating and managing academic programmes, supervising and mentoring Masters and PhD students;
v. Have a proven track record of research as evidenced by publications in peer reviewed journals, monographs and books;
vi. Have demonstrable experience in networking, resource mobilization and project management;
vii. Have a demonstrable experience in transformative and strategic leadership; and
viii. Meet the requirements of Chapter Six of the Constitution of Kenya on leadership and integrity.
The following core competencies and skills will be required for the position of the Vice Chancellor:-
i. Ability to portray and uphold positive national image and work in a multi-cultural and multi-ethnic environment with sensitivity to and respect for diversity;
ii. Being a visionary and result oriented leader;
iii. Excellent organizational, interpersonal and effective communication skills as well as logical and sound decision making ability;
iv. Capacity to work under pressure to meet strict deadlines;
v. Possess firm, fair and transparent management style; and
vi. Be a creative and innovative leader
Duties and Responsibilities:
As per the Charter and Statutes of Jomo Kenyatta University of Agriculture and Technology 2013, the Vice Chancellor:
i. Shall be:
a) The academic and administrative head of the University and as such shall be responsible to the Council for maintaining and promoting the academic image as well as maintaining and promoting the efficiency and good order of the University;
b) Member of all committees appointed by Council or Senate unless otherwise expressly provided;
c) The Secretary to the Council and an ex-official member of the Council.
d) The Accounting Officer of the University;
e) Responsible for policy matters, planning, coordination, public relations, fund raising, and general development of the university
f) Chairperson of Senate
g) Chairperson of the University Management Board.
h) Chairperson of other Committees as specified by the University Statutes.
ii. Shall have such powers and duties as may be conferred by the Council in accordance with the University Charter and Statutes.
iii. May assign or delegate any of his/her duties to a committee or a member of the University staff and may withdraw any such assignment or delegation at any time.
Tenure of Office: As per the Universities Act No. 42 of 2012, JKUAT Charter and Statutes, the Vice Chancellor shall hold office for a duration of five (5) years with the possibility of one term renewal for a further five(5) years subject to performance and positive appraisal by Council.
