Media Focus on Africa
Call for proposals: Pre-production research for TV production
Background: The European Union Delegation to the Republic of Kenya has contracted Media Focus on Africa to implement the project Ms President: A peacebuilding Initiative for Kenya. The project will run for the next two years.
i. Objectives of the project
Overall Objective: To build sustainable capacity in Kenya for effective peacebuilding, conflict management and crisis preparedness.
- An audience of three million Kenyans will increase their awareness on the importance of female participation in conflict prevention, peacebuilding and human rights.
- Women and men who will view and participate in the TV series and those who will participate in community-based screenings and facilitated dialogues will be empowered and encouraged to assume a leadership role in conflict resolution, peace-building and prevention of violent extremism (VE) and radicalisation.
- Civil-society actors (CSO representatives, women and women grassroot organisations and media practitioners) will gain institutional and operational capacity to facilitate interethnic/inter-religious dialogues, to use TV and media production as a tool for dialogue and to include women in sustainable peacebuilding.
- Civil-society actors and local/national authorities will increase their engagement, collaboration and dialogue in order to be better able to offset divisive narratives and discourse.
ii. Roles of key stakeholders:
MFA is the grant holder, overall project manager and main implementing body. Muslims for Human Rghts (MUHURI) is a key partner to MFA and is providing technical support to MFA through its expertise and network.
iii. Key activities of the project are:
- Production of a 26-episode TV reality shows;
- Capacity-building of women, CSOs, women organisations and media practitioners;
- Intercultural/inter-religious dialogues in three violence-prone counties (Kilifi, Mombasa and Kwale);
- Advocacy forums in three violence-prone counties (Kilifi, Mombasa and Kwale);
iv. Expected results from the action
Result 1: By watching this TV series, an audience of an estimated three million Kenyans will increase their awareness of the importance of female participation in conflict prevention, peacebuilding and human rights.
Result 2: Women and men who will view the TV reality series and those who will participate in community-based screenings and facilitated dialogues will be empowered and encouraged to assume a leadership role in conflict resolution, peace-building and prevention of violent extremism and radicalisation.
Result 3: Civil-society actors (CSO representatives, women and women grassroot organisations and media practitioners) will gain institutional and operational capacity to facilitate interethnic/inter-religious dialogues, to use TV and media production as a tool for dialogue and to include women in sustainable peacebuilding.
Result 4: Civil-society actors and local/national authorities will increase their engagement, collaboration and dialogue in order to be better able to offset divisive narratives and discourse.
The purpose of the research
This research is crucial to the project.
The selected agency should understand the importance of this assignement for the good continuation and success of this project.
The research will work towards the achievement of result 1: By watching this TV series, an audience of an estimated three million Kenyans will increase their awareness of the importance of female participation in conflict prevention, peacebuilding and human rights. The research will provide the information and content of the TV reality show. It will provide the information for the following steps of the production process:
1) to establish the selection criteria of the women featuring in the show: the producer will select 50 women candidates who will be challenged and will go through capacity-building. The research must provide information to determine the selection criteria;
2) to determine the selection criteria of a jury composed of about 6-7 members: jury will be responsible to select the finalists and will be questioning and challenging the finalists during the last 11 live episodes;
3) to decide on the challenges and missions selected women will go through: selected women will go through 2 rounds of challenges and 11 one-day missions. During these challenges and missions their leadership skills will be tested. The research will provide input for the production team to select relevant challenges and missions;
4) to determine the questions that will be asked to and answered by the finalists: 12 finalists will be questioned by a panel of jury. The questions should be relevant for Kenyans and tackle real issues experienced by Kenyans. The research will provide information to the production on the questions (and overall script) that will be asked by the jury.
The research will provide the information needed to produce the TV show. Based on the final research report, the producers and script writers will draft the script.
Therefore the information should be clear and understandable to ensure that the TV show is relevant to the audience.
The information should be culturally senstive and take into consideration the local context. The information should provide in-depth knowledge on the following topics:
- Violent extremism in Kenya: radicalization process, risk and protection factors, target groups, philosophy/ideology of VE groups, forms of violence;
- The role of women in VE and in countering VE: specific roles of women in VE and in countering VE, position towards radicalization,
- The different players involved in VE: extremist groups, supporters of extremist groups as well as
players involved in countering VE;
- The level of awareness of VE in Kenya and of the role of women: opinions, views, (lack of) knowledge, cultural beliefs around VE, inter-religious/cultural tensions, level of fear and suspicion;
- Cultural and religious differences in the perception and response to VE;
- Tensions between cultural/religious groups in regards with VE;
- Any topics, trends, facts and information around VE and the role of women that should be covered during the show.
v. Time frame for the evaluation: The research process shall begin in February 2018 and the final report should be delivered by 15 March 2018.
vi. Source of information
The research should gather information from the following sources:
1. Literature around violent extremism in Kenya, the role of women to fight against VE, the key stakeholders involved in countering VE, etc;
2. Media coverage and reportage on VE and the role of women both as perpetrators, facilitators and as force agasint VE;
3. Women and community members from three violence-prone counties (Kilifi, Kwale and Mombasa) as well as other counties in Kenya. The researchers are expected to get inputs from women and community members who have been involved in or victim of VE, who has witnessed VE, who has played a role inc outnering VE, who live in high risk counties. Researchers should also get the input from the general population who is not necessarly directly concerned by VE in order to understand the pre-conception of VE of general Kenyans.
4. Key stakeholders involved in countering VE (police, defense, local and national policy-makers, UN agancies, researchers, community and religious leaders, etc);
5. Civil-society organisations involved in countering VE;
6. Any other source of information that could be relevant.
The methodology should reflect a mixed approach of selected qualitative and quantitative methods that should factor in the following methods:
- Review of literature and proposal documents
- Design and undertake focus-group discussions with women and other community members
- In consultation with MFA, identify key informants/stakeholders and undertake interviews with them accordingly
- Identify relevant case studies for qualitative data collection and analysis
- Design and undertake community based surveys in the identified regions/counties
- Conduct popula media study and analysis
- Any other methodology that would be identified by the research partner.
The research firm will be be expected to validate its initial findings with MFA, community members and other key stakeholders before a final report is delivered.
The deliverables of this assignment are:
- An evaluation report in English for the stakeholders delivered by email in word and PDF format
- The deadline for delivering the report is 15 March 2018
- A softcopy of the questionnaires and other interview tools used during the research
- A softcopy of the data sets used for analysis
- A summary of the report for dissemination purposes
- A validating meeting with MFA, community members & other stakeholders to discuss the findings.
Content of the research
The final research report should include:
1. An executive summary which can be used independently
2. Background section with:
- The purpose and objectives of the research
3. Methodology used
- Explanation and justification of methods used, including a discussion of the relevant theoretical issues or hypotheses and a justification of selections made and the scope and limitations of the research.
4. Presentation and analysis of findings, including unexpected, relevant findings.
5. Conclusions and recommendations of main topics, issues, problems that could be addressed in the show.
6. Annexes with:
- The ToR
- Data collection and analysis techniques: such as persons interviewed, places visited, questionnaires, interview guide or topic list, statistical elaboration and analysis.
- Concepts and abbreviations
- List of documents
7. References to sources of information
A suitably qualified lead consultant responsible for the overall execution of the research working together with his/her team of researchers/data collectors in carrying out the evaluation
- A reliable and effective research manager with extensive experience in conducting research and a proven record delivering professional results
- Excellent grasp of women and VE issues in Kenya
- Fluent in English
- Experience in media projects is a big advantage
The researcher is accountable to Media Focus on Africa. Media Focus on Africa will pay the researcher and have the final say in case of disagreements. The research is not a public document. It remains property of MFA and its information is confidential.
Content of the proposal
The agencies submitting a proposal are required to include the following information:
1) Understanding of the assignment
2) Research design and methodology description
3) Description of team members and curriculum vitae
4) Track record of the organization/consultant
6) Budget (including all costs – tax, staff, transport, etc)
