Terms of Reference

County Human Resource for Nutrition Assessment

Task: Deutsche Stiftung Weltbevölkerung (DSW)/ SUN CSA Kenya seeks a consultant or firm with relevant expertise to examine the capacity of health care facilities in terms of HR to deliver nutrition services.

Supervision & Contact: Supervision and contact for the consultant / firm will be carried out by two members of the DSW and SUN CSA Kenya policy and governance.

Background: Scaling Up Nutrition (SUN) is a global movement which unites governments, civil society, businesses and citizens in a worldwide effort to end under-nutrition.

In Kenya it brings together Government of Kenya officials, development partners, learning institutions, nutrition experts, public and private practitioners, CSOs who are the implementing partners and other relevant organizations.

DSW hosts SUN CSA Kenya which is part of the SUN global movemnet.It was founded on the principle that all people have a right to food, and support the Ministry of Health through the Nutrition and Dietetics Unit and other SUN movement networks.

Despite some progress, efforts to alleviate malnutrition, whether under- or overnutrition, are hampered by countries’ lack of capacity in public health nutrition, including an insufficient and poorly qualified workforce.

The Scaling Up Nutrition initiatives, aimed at achieving national coverage of essential nutrition interventions, are constrained by the lack of human resources in nutrition in several countries


Human resource for health assessment (nutrition staff) will be to establish the human resource capacity of health care facilities to deliver nutrition services.

  • To this extent it will identify health care capacity building gaps among healthcare workers in the randomly selected health facilities.
  • To identify the skills and knowledge required for effective management nutrition related challenges and at selected counties of Kwale, Mombasa, Kajiado, Narok and Homabay.
  • To develop a capacity building plan for the project counties

Specific Tasks for the consultant

  1. To carry out a comprehensive assessment of nutrition personnel and services at different county levels/cadres needed for effective nutrition service delivery at all levels of the health system and provide recommendations on gaps.
  2. To find out training needs and the number of healthcare workers that require training at the County level to effectively deliver Nutrition services
  3. To establish the current and desired skills in leadership and management for Nutritionist at county level
  4. Assess capacity of Nutrition Managers at different levels in leadership and management for service delivery


  • Develop  methodology and work plan
  • Collect pertinent data and information in the counties of Mombasa, Kajiado, Narok, Homabay and  Kwale
  • At the singing of the contract, the consultant shall provide an assessment strategy detailing an understanding of the TOR, methods, and means (work plan and budget) of achieving the results of the survey. This must be accompanied by tools for data collection.
  • A draft report for review by DSW/ SUN CSA KENYA.
  • Final Report-The consultant shall submit final report (both hard and soft copies). Details of visibility of DSW/ SUN CSA KENYA shall be communicated to the consultant before producing final reports.


SUN CSA KENYA/DSW will hold exclusive rights to all content contained on the report on behalf of members in Kenya.

Should the consultant/firm require use of the findings of the report, they will require written permission from the SUN CSA KENYA

Duration of Assignment

The assessment will be conducted in june 2018. Final report expected to be submitted by July 20, 2018

Once a contract has been signed, within 21 working days a final report be presented to DSW / SUN CSA KENYA

Competencies Required

  • It must have proven research experience in the area of nutrition and sexual and reproductive health, maternal and child health with a strong knowledge of community led development programming and assessments.
  • The principal investigator assigned should have strong nutrition understanding and  the structure of the health system in Kenya. S/he have the following qualifications:
    • Minimum of degree in health field, demography, Nutirion, sociology or developmental studies. Masters holder in Nutrition and dietetics /Human Resourse management is added advantage
  • Previous experience with technical expertize in managing nutrition programming /HR strongly recommended.
    • A minimum of 5 years of work experience in health  research
    • Similar work in the last 3 years (to provide sample copy of a recent report).
