The National Council for Population and Development is a Semi-Autonomous Government Agency in the National Treasury and Ministry of Planning.
The Council seeks to fill the following vacant position:
Deputy Director – Planning, Budgeting & Resource Mobilization
The jobholder will report to the Director Corporate Services.
Specific Duties and Responsibilities
a. Coordinate and steer Population and Development Projects / Programme Planning and Performance Contracting at NCPD including the development of Annual Work Plans, Performance Contracts and preparation of quarterly and annual work progress reports for submission to relevant authorities
b. Coordinate strategic planning of the Council
c. Advise/guide on strategic direction of the Council
d. Planning development and implementation of the corporate strategic framework
e. Oversee monitoring and evaluation of the Council’s corporate activities
f. Recommending short-term and long range development plans and programs that support the organization’s values, mission and general objectives.
g. Ensure proper planning including goal setting, strategy identification, benchmarking and evaluation to support development.
h. Oversee Quality Management Systems, ISMS and other standards in the Council
i. Providing advisory support to other divisions on planning process
j. Coordinate market research
k. Monitor implementation of Councils Corporate policies
l. Develop resource mobilization strategies
Minimum Qualifications and Experience
For appointment to this post a candidate must at least be;
i) A holder of Master’s Degree in Economics, Project Management; MBA –Strategic Management Option or equivalent;
ii) Be a holder of a Bachelor’s Degree in Social Science, Business Management; Public Health / Demography or equivalent;
iii) Candidates who have attended a Strategic Leadership Development Programme/Course lasting not less not than four (4) weeks or its equivalent will have an added advantage;
iv) Have a total of at least 9 years of experience with at least 5 years at managerial level.
v) Be a member of a relevant professional body;
vi) Be Proficient in Microsoft Office applications

In addition, shortlisted candidates will be required to submit copies of clearance certificates from the following bodies: Current Certificate of Good Conduct from the Directorate of Criminal Investigations, Tax Compliance Certificate from Kenya Revenue Authority, Clearance from Higher Education Loans Board (HELB), Kenya Credit Reference Bureau and Ethics and Anti-Corruption Commission (EACC).
