About Innovations for Poverty Action: Innovations for Poverty Action (IPA) is an international non-profit research organization dedicated to discovering and promoting effective solutions to global poverty problems.

IPA works in partnership with development partners and academic researchers to create and evaluate approaches potential solutions to poverty problems using randomized evaluations in the fields of health, education, microfinance, governance and agriculture. We also mobilize and support these decision makers to use these solutions to build better programs and policies at scale.

About the Project: The African Health Markets for Equity (AHME) Impact Evaluation aims to rigorously evaluate the extent to which transforming the business model of franchised healthcare providers and expanding access to demand side financing through AHME generates effective and cost-effective coverage of priority technologies and interventions amongst the poor.

The evaluation is a collaborative effort between Innovations for Poverty Action and researchers from multiple institutions, funded by the Bill and Melinda Gates Foundation and the Department for International Development of the United Kingdom of Great Britain and Northern Ireland (DFID). We are using a randomized control trial design with two parts to assess the impact of the AHME interventions on effective coverage in the health system.

In one part, we will assess the impact of the whole AHME package on new franchisees. In the second, we will assess the incremental impacts of key AHME components, by phasing in components to existing franchisees. We are now at the last phase of data collection where we will collect basic health measures from children under 3, including child health and weight, and blood prick samples from respondents to measure the incidence of malaria or anemia using rapid diagnostic tests.

About the Position: The Field Officer, under the supervision of Senior Field Officer and project Field

Management team and within the limits of Innovations for Poverty Action-Kenya policies will be primarily responsible for high quality data collection activities.

Reporting to the Field Manager, the Field Officer will play a central role in the study’s success and will gain valuable experience in data collection. He/she will be based in the IPA Nairobi office and will require travel to any of the regions of Western, Nyanza, Rift-valley, Coast, Central, Eastern.

He/she will work closely with Field Managers, Associate Field Managers, Senior Field Officers and fellow Field Officers to improve his/her own skills and those of his/her colleagues. The Field Officers will be expected to work Monday through Friday and occasionally on weekends as needed.

Duties and Responsibilities:

  • Timely collection of quality data by conducting surveys, interviews and other scheduled activities and by rigorously following the study protocol with minimal supervision
  • Interacting with community members, respondents and project partners with the highest level of integrity and understanding.
  • Ensure that data integrity is maintained always and minimize errors in data collection and transmission.
  • Creating and sustaining a positive relationship with the study respondents.
  • Providing study management team with regular feedback on field activities.
  • Custody and utmost care for the project assets.
  • On non-field day, performing office duties such as translation work, filing, making of phone calls to identified respondents to schedule visits, and other duties as assigned and directed by the supervisor.

Qualifications and Experience:

Required

  • A university degree or College diploma in Public Health, Social Sciences, Education, Economics, Statistics, or related fields.
  • Minimum 1 year with demonstrated field experience in community research and development programs.
  • Excellent Oral and written communication in English and Swahili.
  • Ability to handle and speak with people from diverse cultural back grounds
  • Ability to work independently and as part of the team and avoiding/minimizing conflicts with the rest of the team members.
  • Experience with data collection using both paper surveys and computerized surveys.
  • Ability to be flexible and comfortable interviewing both illiterate and high cadre individuals while maintaining professionalism.

Desired

  • Experience in electronic data collection using SurveyCTO, ODK or any other CAIs.
  • Experience in developing work plan, survey tracking and reporting.
  • Demonstrated ability to work in demanding environment including weekends.
