Terms of Reference for Impact Assessment

1. Background information

A young adolescent (YA) is a person aged between 10 and 14 years who is in the process of developing from a child into an adult. The YAs are in a period of dramatic intellectual, physical, psychological and social transformation.

This group represents a unique sub-group of adolescents undergoing rapid physical, cognitive and emotional changes related to puberty. During this period, YAs develop a greater awareness of their social sphere, increase their ability to think logically and concretely, feel greater self-consciousness, and tend to depend less on parents and more on friends.

It is also at this age that many YAs first engage in sexual activity. Many YAs lack knowledge about the physical changes happening in their bodies and need reassurance and support to deal with them.

However, their parents/guardians and other adults are usually unprepared to deal with such changes. In most African societies, topics on sexuality are considered a taboo and parents lack the skills or time to communicate effectively about them with their YAs.

In schools, teachers who should provide SRHR education are constrained in terms of skills and time, and typically focus on those subjects that are examinable. Consequently, YAs often do not have adequate support from their social surroundings or appropriate information, access to youth-friendly health services, protection, and decision-making power or the life skills needed to handle SRHR issues.

In order to address young adolescents’ Sexual Reproductive Health and Rights needs and situation, DSW with funding from Bayer HealthCare in 2013 started the Young Adolescents Project (YAP Kenya) aiming to increase SRHR knowledge, skills and access to services among young adolescents and to create a supportive school and community environment thus contributing to the improvement of health and well-being among young adolescents aged 10-14 years in Kilifi County.

It started with 9 schools and later up scaled to reach 29 primary schools between 2016-2018. This is a scale up of an initiative that started 2009 in Uganda in the districts of Masindi, Tororo, and Wakiso in 10 selected schools.

Through the overall objective the project aimed to contribute to reduce teenage pregnancies and discourage early marriages. The purpose is to improve sexual and reproductive health and rights (SRHR) of young adolescents through improving and encouraging open communication between parents, teachers and adolescents as well as increasing level awareness of adolescents on SRHR.

Project Outcomes

The following three key results were anticipated to be achieved throughout the project period:

a) Increasing SRHR knowledge, skills and access to services among young adolescents in primary schools in Kilifi County

b) Creating a supportive school and community environment for young adolescents’ sexual and reproductive health and rights

c) Institutionalizing, documenting, and widely sharing project approaches and methodologies.

2. Purpose of the impact assessment

The objective of the assessment seeks to establish impacts of the project on young adolescents and communities

2.1 Deliverables

The consultant(s) is expected to:

  • Assess the magnitude of the changes or impacts (intended and unintended).
  • Determine and provide an in-depth understanding of the causal factors or relationships underlying the changes or impacts.
  • Recommend measures to avoid/mitigate negative impacts and enhance project benefits.

Specific issues to be answered include:

  • Have there been any intended and unintended or negative changes that can be attributed to the intervention?
  • To what extent has the intervention contributed to changes (positive and negative) in the lives of beneficiaries?
  • Can beneficiaries identify the changes made by the intervention?
  • Are there any trends (teenage pregnancy, early marriages, sexual debut, School dropout and transition rates) that the intervention has influenced?
  • To what extent and how has the project built the capacity of community?
  • Are the current strategies contributing to the overall goal? Is there anything we can do differently?
  • What will have happened in the absence of the intervention?

3. Scope of the assignment

List of stakeholders involved

Key deliverables & Milestones:

a) Conduct a desk-review of relevant project documents, including project proposal, log frame, the baseline report and other relevant documents, a range of which will be agreed upon and made available prior to the implementation of the assessment.

b) Creation of an inception report, detailing the survey design, methodology, indicators, tools, work plan schedule and budget to carry out the assignment.

c) Collection of data and relevant information through field work in the project area.

d) Following completion of the data collection and analysis, the Consultant will make a presentation to DSW staff on the provisional findings and recommendations.

e) Create draft impact assessment and lessons learnt report;

f) Presentation of the draft report to DSW, partners and stakeholders as appropriate. The report shall be comprehensive and provide specific findings and key recommendations on way forward.

g) Integration of feedback and finalization of the impact assessment and lessons learnt report.

4. Qualifications and Experience

The Consultant must have post-graduate qualification and experience in programme/project management, research and evaluation including impact assessment with specialization in Sexual Reproductive Health.

The Consultant should have demonstrated knowledge and experience in assessing impact of health projects regionally.

Specifically, the Consultant(s) selected must have the following qualifications to be considered:

  • Post-graduate qualification in relevant field (social sciences, public health or health sciences, demography, gender and development issues) with at least 6 years’ experience in training, monitoring and evaluation, youth programmes, gender, SRHR (evidence may be required);
  • Experience in undertaking research in the sexual reproductive health i.e. the regulatory framework, and participation by adolescents and community (evidence will be required);
  • A demonstrated high level of professionalism, and an ability to work independently and work within the limits of given deadlines.
  • Excellent analytical, writing, and presentation skills.
  • High proficiency in written and spoken English is required.
  • Good understanding of research ethics and practice

5. Supporting documents

The following supporting documents for desk-research and inception report development will be provided to the successful candidate: Project proposal, final reports of predecessor projects, annual reports, log frame with latest current status data and baseline report

6. Work Plan and Submission

Your application should include the following:

  • A detailed resume highlighting the work that the Consultant has undertaken, demonstrating his/her suitability for the assignment;
  • Minimum of three (3) samples of impact assessment reports developed by the Consultant addressing similar issues;
  • A detailed work plan and timeframe which must be costed at each stage;
  • A brief outline of the methodology the Consultant will use to guide the process.
  • A proposed outline for the report and interpretation of the TOR.
