Terms of Reference for Engagement of Hatchery Support Consultant

1.0 Background

1.1 About Farm Africa: Farm Africa is an innovative charity that reduces poverty in rural eastern Africa by helping farmers grow more, sell more and sell for more: we help farmers not only to boost yields, but also gain access to markets, and add value to their produce. We place a high priority on environmental sustainability and develop approaches that help farmers to improve their yields and incomes without degrading their natural resources.

1.2 About the project: Kenya market-led aquaculture program (KMAP) is a multi-sectorial project funded by the Embassy of the Kingdom of the Netherlands (EKN) that aims at creating a vibrant aquaculture industry that generates sustainable income, food security and employment to the projects beneficiaries in Western and Central project areas in Kenya.

KMAP also aims to create employment opportunities as a result of increased fish production, consumption and sales, due to the development of commercially viable enterprises by other players within the value chain including hatcheries, feed manufactures, inputs suppliers and marketers.

KMAP supports farmers with technical and business trainings skills and link them to private sector markets and input providers to ensure sustainable growth of their business. Input providers such as fingerling producers and feed producers also receive technical and marketing support to improve the quality and accessibility of inputs to fish farmers. Various networking events are conducted to improve market access, awareness and profits for cultured fish products.

1.2.1 Project Objectives: The general objective of the project is to contribute towards the development of a vibrant and sustainable aquaculture industry in Kenya by raising production levels to tipping point needed for input suppliers to be commercially viable and to close in the consumption gap for cultured fish in Kenya.

1.2.2 Specific Objectives / Outcomes

  • To sustainably increase production and productivity of medium to large scale fish farmers, hatcheries and fish feed producers.
  • To increase market access of medium to large scale fish farmers and input suppliers
  • Support the creation of an enabling environment, necessary for the development of a vibrant aquaculture industry in Kenya.

1.2.3 Project Expected Results

  • Increase uptake of quality fingerlings, quality fish feed and technology adoption including use of aeration kits by farmers that will result to improved fish production and productivity
  • Increased business enterprises turn-over and / or traceable increase in business profits.
  • Development of a vibrant, operational and active aquaculture policy regulatory framework in Kenya.

2.0 Purpose of the role: Farm Africa wishes to engage the services of a Hatchery Support Consultant to offer aquaculture extension support services to selected fingerling producers and farmers as well as facilitate viable input and market linkages for KMAP beneficiaries. The successful candidate will be expected support in replication of the trial results to other KMAP beneficiaries within specified Counties where KMAP operates in.

2.1 Specific Objectives / Outcomes for the Consultant

5gms fingerlings trial implementation

  • Support in the planning, coordination, monitoring and reporting on 5gms fingerlings trial. This will involve farmer selection, fingerlings distribution, stocking and pond production management initiatives, harvesting and sales.
  • Provide extension to farmers stocking 5gms fingerlings through farm assessment visits, advisory, trainings and linkages with an objective of optimizing production, productivities and market access and profitability.
  • Facilitate specific on-farm support activities including pond sampling, record keeping farm planning.

2.2 Project Management

  • Maintain good stakeholders relations with farmers, input suppliers and fish traders
  • Prepare and submit work plans and field activities accomplishment reports
  • Represent project team in county stakeholder forums as directed by the KMAP project coordinator

2.3 Networking, Monitoring, Evaluation and Reporting

  • Establish strong partnership relationships and work effectively with target farmers and other partners
  • Provide biweekly and monthly activities reports for field work done in a timely manner.
  • Data collection and reporting as per KMAP monitoring, evaluation and learning plan for the activities implemented
  • Documenting success stories on the fingerlings trial up scaling

3.0 Management and Implementation Responsibilities

The Hatchery Support Consultant will get guidance from the project coordinator and the programmes manager. However, he/she will also be expected to work closely with other KMAP staff and partners.

Farm Africa will provide:

  • Program preview and technical information as well as reporting templates necessary for successful fulfillment of this role.
  • Comments and feedback on, and approval on all accomplished assignments

The Hatchery Support Consultant will be responsible for:

  • Developing specific weekly work plans
  • Regular weekly progress reporting to the KMAP Project officer
  • Accomplishment and reporting on Monthly deliverables within agreed timelines, and in accordance with quality requirements of Farm Africa project team
  • Seeking comments, guidance and feedback from Farm Africa, through Project Officer
  • Preparing final assignment report at the end of the assignment period

4.0 Qualifications and Required Competencies

  • Qualifications in formal aquaculture / fisheries training in tertiary or university institutions
  • Demonstrated practical experience in aquaculture industry
  • Strong analytical, facilitation and communication skills.
  • Excellent report writing skills.
  • Good understanding of aquaculture based enterprises and value chains approach.
  • Should be fluent in spoken and written English.

5.0 Expressions of Interest

  • A proposal detailing their interpretation of the TORs, work schedule and a detailed plan of activities.
  • A capability statement demonstrating how they meet the required qualifications and competencies

  • Two references (the client references must be recent within past two years)
