CRS’ relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding.

Background: CRS, representing a consortium of international non-governmental organizations, local implementing partners and research institutions has submitted a proposal to USAID Office of Food for Peace (FFP) to implement a 5-year Development Food Security Activity (DFSA) in Kenya.

CRS has named its proposed program Mfumo Imara Lishe Endelevu (MILE). The overarching goal of this multi-sectoral activity is to sustainably reduce levels of acute malnutrition in Kenya’s arid and semi-arid lands (ASALs), focusing on Isiolo and Marsabit counties.

The activity will be implemented in two phases:

 Phase I (1.5-2 years) Research, test approaches and collaboratively design a context-sensitive, multi-sectoral activity that sustainably reduces acute malnutrition.

 Phase II (3- 3.5 years): Activity Implementation and System and Institutional Strengthening.

Job Summary: As a member of the MILE project team, the Project Officer – Graduation Pilot will ensure rigorous and efficient implementation of pilot activities related to the graduation approach to poverty alleviation and its impacts on malnutrition.

S/he will monitor and report on all project activities related to the graduation pilot in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. S/he will support consortium partners and local partners in coordinating and implementing pilot activities and related data collection.

The Officer’s thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

Job Responsibilities:

  • Support the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.
  • Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with consortium partners and local partner(s) to prepare reports per established reporting schedule.
  • Collect information on staff capacity needs and technical assistance needs of partner organizations and monitor capacity building and technical support activities to ensure effective impact.
  • Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.

Typical Background, Experience & Requirements:

Education and Experience

  • Bachelor’s degree or equivalent in International Development, Program Management, public health or other relevant fields.
  • Minimum of 3 years of work experience in project support. Experience in the field of microfinance and for an NGO would be a plus.
  • Experience in the Kenya ASALs preferred.
  • Experience in participatory action planning and community engagement.
  • Experience monitoring projects and collecting relevant data preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

  • Good relationship management skills and the ability to work closely with local partners, local government, and community members.
  • Ability to exercise diplomacy and tact as demonstrated in previous roles that have required communication with a broad and diverse set of partners.
  • Attention to details, accuracy and timeliness in executing assigned responsibilities.
  • Ability to work in challenging and changing environments, and to see through challenges to find solutions.
  • Proactive, results-oriented and service-oriented.

Required / Desired Foreign Language

  • Excellent written and verbal communication skills in English; ability to draft and edit reports.
  • Excellent verbal communication skills in Kiswahili.
  • Dialects local to Marsabit/Isiolo County a plus.
