Health Strat implements donor funded programs in HIV/TB/RMNCAH/FP at both the national and county levels.

We are inviting applications from experienced and qualified individuals for the position of Senior Technical Advisor based in our Nairobi Office.

Job Purpose: Transforming TB & HIV Prevention, Care and Treatment in Prisons (TACT) is a project led by Health Strat in partnership with the Kenya Prisons Service (KPS), through a cooperative agreement with PEPFAR-CDC.

The project supports HIV and TB prevention, care and treatment services at all prisons in Kenya.

The Senior Technical Advisor (STA) will lead the TACT Technical Team, ensuring the program meets its HIV and TB care targets including technical transition.

The STA will oversee the national team of improvement specialists in the program guiding them in identifying and problem-solving around health systems barriers to quality care, supporting capacity-building agenda, and championing continuous quality improvement approaches to improving the quality of services.

This position will also give technical direction for clinical services in the Kenya Prisons Service health facilities as well as lead reporting to PEPFAR/CDC and coordination with the national HIV and TB programs.

Primary Responsibilities

Project Management

  • Provide overall technical leadership in HIV and related programs
  • Provide overall technical leadership in HIV and related programs proposal development
  • Participate in dashboard reviews of project outcomes and utilize project data to prioritize interventions
  • Assist in initiating and implementing innovative approaches to improve project outcomes
  • Draft and/or review technical and periodic reports with an emphasis on accuracy, quality of content and timely submission
  • Lead the implementation of training and continuous professional development systems for technical staff with a cascade to facility approach
  • Participate in the recruitment, onboarding and supervision of technical staff
  • Participate in leadership / management and project meetings
  • Originate and develop abstracts and publications for dissemination in various fora

Clinical Services

  • Provide oversight to the TA Team Lead and other Improvement Specialists to ensure:
  1. Development and review of implementation of capacity-building and systems-strengthening plan for provision of HIV and TB clinical services in close collaboration with key partners
  2. Institutionalization of clinical effectiveness efforts including data demand and information use for continuous quality improvement at facility level, regional level, and national level
  • Evaluate overall performance of delivery of clinical services and share recommendations

External Relationships

  • Present relevant findings from program activities, assessments and outcomes to donors, partners, the Ministry of Health and any other relevant stakeholders

Person Specifications:

Academic Qualifications:

  • Bachelor of Medicine and Bachelor of Surgery (MBChB), with a Masters’ Degree in Medicine (MMed) or Public Health (MPH) or equivalent.


  • At least seven years of experience in managing and implementing complex public health projects of similar scope and size in a development context, with at least five of those years in Sub-Saharan Africa, preferably in Kenya
  • At least five years of demonstrated experience in managing and supervising technical teams in project design and implementation
  • Demonstrated experience in managing PEPFAR-funded projects in the past five years
  • Demonstrated ability to work effectively with County Government representatives, the Ministry of Health, other implementing partners, and key stakeholders
  • Professional-level proficiency in oral and written fluency in English language
  • Demonstrable management skills, leadership qualities, professional reputation, ability to create synergies where applicable, interpersonal skills to fulfill the diverse technical and managerial requirements of the project description.
