Job Re-Advertisement: Chief Executive Officer (CEO)
The Kenya Water Towers Agency is a state corporation established under paragraph 3 of the Kenya Water Towers Agency Order, 2012 as published in Legal Notice No. 27 of 2012 whose mandate is to co-ordinate and oversee the protection, rehabilitation, conservation and sustainable management of water towers in the country, among other functions set out at paragraph 5 (1) of the Kenya Water Towers Agency Order, 2012.
The Agency, through its Board of Directors, is seeking to recruit a Chief Executive Officer (CEO) of the organization who shall be appointed by the Cabinet Secretary, Ministry of Environment and Forestry on recommendation of the Board.
He/she will be Secretary to the Board and will be responsible for providing strategic leadership and management in the day-to-day operations and administration of the Agency.
Duties and Responsibilities:
The CEO shall:
i) Be responsible in the implementation of the decisions of the Board;
ii) Provide overall leadership in the day-to-day administration of the Agency and work towards enhancing the visibility of the Agency’s operations.
iii) Guide in the development of relevant national policies and legislation in regard to protection, rehabilitation, conservation and sustainable management of water towers
iv) Facilitate the preparation and implementation of the Board’s strategic and annual work plans;
v) Oversee the implementation of KWTA’s policies and plans in liaison with the Board and other relevant authorities;
vi) Co-ordinate and oversee the programmes intended for the successful rehabilitation, conservation, protection and sustainable management of water towers in consultation with relevant stakeholders;
vii) Assess and monitor rehabilitation, conservation and management activities in the water towers;
viii) Facilitate and ensure the timely and regular preparation and submission of the statutory reports required to be submitted by the Agency
ix) Facilitate and provide leadership in mobilization of resources from the Government, development partners and other stakeholders to enhance water towers conservation;
x) Ensure implementation of sustainable community livelihood programmes as an incentive for water towers conservation;
xi) Foster relationships with development partners and stakeholders for the benefit of water towers conservation;
xii) Ensure prudent management of all available resources;
xiii) Initiate training programmes on manpower development for conservation of water towers;
xiv) Implement relevant national and international conventions and treaties;
xv) Foster conducive corporate culture that promotes ethical practices and good governance in line with the Constitution of Kenya;
xvi) Create a corporate environment that attracts, retains and motivates employees to perform.
Academic Qualifications and Experience:
i. A Bachelor Degree in Natural Sciences, Social Sciences, Humanities and Arts, Business, Finance, Economics, Commerce or any other related field from a Recognized University.
ii. A Master’s Degree from a recognized University in any field in (i) above or any other related field.
iii. Have knowledge and work experience of not less than ten (10) years in the Public Service, Private Sector or Non-Governmental Organization (NGO), regional or International Organization; five (5) of which must have been at Senior Management level.
iv. Demonstrate a clear understanding of Leadership and Strategic Management.
v. Have attended and successfully completed a Strategic Leadership Development Programme (SLDP) from Kenya School of Government or its equivalent from a recognized institution.
vi. Have good Information Communication Technology, networking and collaborative skills.
vii. Have knowledge and a clear understanding of the Natural Resource Management Sector.
viii. Demonstrate a clear understanding of local, national and international conventions and treaties governing Natural Resource Management.
ix. Meet the requirements of Chapter Six (6) of the Constitution of Kenya on Leadership and Integrity;
x. PhD will be an added advantage
xi. A postgraduate Diploma, Certificate or training in either law enforcement or security Management will be an added advantage.
The applicant must:
a) Be a Kenyan citizen.
b) Be a Transformative Leader and demonstrate the ability to enhance the visibility of the Agency.
c) Demonstrate understanding of corporate governance for state corporations.
d) Demonstrate a thorough understanding and knowledge of Government policies and priorities.
e) Should be willing to partner with; and effectively co-ordinate law enforcement agencies involved in the protection and safeguarding of water towers; and have ability to oversee joint activities undertaken with other Government agencies and other relevant stakeholders
f) Demonstrate ability to lead in resource mobilization and to efficiently and prudently manage and account for use of public resources.
g) Demonstrate integrity, accountability and professionalism.
h) Demonstrate capacity to appreciate and adapt to local, national and international conventions and treaties governing natural resources.
i) Be capable of initiating strategies aimed at effectively achieving core mandate of the organization.
Other Mandatory Requirements:
In additional to academic qualifications, experience and person specifications referred to herein above, all interested applicants must have valid certified copies of the following:
i) Certificate of Good Conduct issued by the National Police Service, Directorate of Criminal Investigations.
ii) Tax Compliance Certificate issued by the Kenya Revenue Authority.
iii) Certificate of clearance form a registered Credit Reference Bureau showing that Applicant has no negative listing
iv) Clearance from the Ethics and Anti-Corruption Commission
v) Clearance from the Higher Education’s Loans Board (HELB)
Terms of Service and Remuneration:
i) The successful candidate will serve for a Three (3) Years’ Contract which, subject to satisfactory performance, shall be renewable once.
ii) Remuneration attached to this position shall be determined in accordance with provisions of Paragraph 10 (3) of the Kenya Water Towers Agency Order, 2012 as read with the provisions of Section 5(3) of the State Corporations Act Cap 446 and as determined by the Salaries and Remuneration Commission.
