Our client, AIC Kijabe Hospital wishes to recruit a Director Finance, HR and Planning in the Division of Finance, HR and Planning.

The jobholder will report to the Executive Director. He/She will supervise the Manager – Finance, Manager – People and Culture, Manager – Spiritual Affairs and the Credit Manager.

Purpose of the Job: To glorify God by providing strategic leadership in business and financial planning, financial management and reporting and Human Resource matters like training and employee relations. Formulates policies and sets up systems and processes that would safeguard the financial resources, and lead to attainment of set goals and objectives.

To glorify God by providing strategic leadership and management oversight for the Finance, HR and planning in matters of strategy, policy compliance and operations in line with the hospital’s strategic mission, vision and corporate values.

Main Duties and Responsibilities

Managerial Duties and Responsibilities

  • Work in close cooperation with the Executive Director to ensure that an appropriate financial policy framework is in place to guide decision making in terms of turnover, profit, costs and investment and forward planning.
  • Advise the Executive Director and Senior Managers on appropriate human resources management policies and strategies.
  • Develop human resource strategies aligned to the hospital’s corporate strategy.
  • Contribute to the preparation and implementation of the strategic plan including preparation of the annual budget and forecasts.
  • Ensure formulation and implementation of divisional and departmental plans in line with the corporate objectives.
  • Continually review the finance manuals and policy documents to ensure compliance with the strategy and the present challenges.
  • Provide professional financial and corporate advice to Senior Management, the Board and its Committees.
  • Manage organizational cash flow and forecasting.
  • Prepare accurate and up to date financial and management accounting information to facilitate the preparation of reliable reports, budgets, business plans and management decisions.
  • Create and maintain good and effective working relations with banks, financial institutions, statutory bodies and key/ leading corporate clients.
  • Co-ordinate and guide Senior Management and Heads of Departments in the preparation and evaluation of divisional/departmental annual budgets and consolidate the same into a budget.
  • Build in systems and procedures for monitoring performance against budget.
  • Co-ordinate the preparation of management and financial information.
  • Establish and maintain effective control systems for the preparation of monthly, quarterly and year-end management and statutory accounts.
  • Implement capital expenditure projects and asset acquisitions and maintain an up to date assets register.
  • Develop work plan and budgets and oversee the execution of divisional work plan and budgets.
  • Oversee performance management of staff in the division and identify training needs.
  • Formulate and implement strategies on human resource planning, recruitment, development, performance management, employee relations, staff benefits and administrative services.
  • Advise on appropriate organizational structures, business processes and change management to maximize organizational effectiveness.
  • Plan and direct employee development, performance and career management programmes to improve individual and corporate performance.
  • Develop and ensure implementation of reward management and remuneration policies and strategies that attract, retain and motivate employees to higher productivity.
  • Provide advisory and support services to line managers in administering Hospital staff policies, disciplinary issues, conflict resolution, grievance handling, and other people management matters.
  • Advise on employee relations and communication policies and strategies to maximize staff involvement and commitment while minimizing conflict.
  • Undertake HR Planning in liaison with departmental heads and develop staff recruitment plans to ensure availability of requisite numbers and competencies to enable the Hospital achieve its corporate objectives.
  • Ensure human resources policies are implemented consistently and the core values of the hospital are upheld.
  • Nurture divisional competencies and promote a working environment that optimizes individual and team potential.
  • Oversee the implementation of policies, procedures and standards in industrial relations and welfare in the Hospital and ensure compliance with the labour laws.
  • Facilitate processing of provident fund benefits in accordance with the Trust Deeds rules and regulations.
  • Oversee performance management of staff in the division/department.
  • Identify training needs for the departmental staff.
  • Mentor and coach staff within the department.
  • Identify procurement needs of the department.
  • Prepare and submit all monthly, quarterly and annual reports.

Operational Duties and Responsibilities

  • Design and manage the implementation of effective front office systems for admission and discharge of patients, proper recording and billing, collection of all monies due, and institution of appropriate recovery action on any outstanding debts.
  • Ensure balanced processes and procedures are in place to maintain internal control and internal equity.
  • Ensure appropriate financial reporting at departmental, divisional levels as well as establish, monitor and report performance indicators to various levels of management and the Board.
  • Establish and maintain effective internal control systems and procedures.
  • Maintain records to meet legal and tax requirements and to measure both the inputs and the outcomes of the operations including provision of accounting services for use by managers in planning and controlling the work of their departments, to cover financial accounting, management accounting, and forecasting, budgeting and control systems.
  • Maintain contact with bankers, investment managers, pension advisers and auditors.
  • Maintain effective cash flow and treasury management.
  • Day to day management of staff welfare in handling of employees’ grievances, leave, illness, staff counselling on personal or work problems.
  • Lead the Collective Bargaining Agreement (CBA) negotiations process and maintain Industrial Peace.
  • Take charge of HR planning and recruitment activities.
  • Facilitate training needs assessment with Line Managers of the Hospital.
  • Organize and coordinate training and capacity building programs for staff and Board.
  • Liaise with the preparation and implementation of the Strategic Plan.
  • Participate in organizational design of the Hospital.
  • Analyze work processes and recommend improvements where necessary.
  • Ensure that Quality, Health, Safety and Environment (QHSE) programs are cascaded to all levels.

Knowledge and Skills Required

  • Master’s in business administration, finance or related field; Bachelor’s degree in business administration, finance or related field;
  • Professional qualifications in CPA (K), ACCA, ACA or any other recognized professional accounting qualification;
  • Should be a member of ICPAK or equivalent internationally recognized professional body;
  • Minimum twelve (12) years of experience out of which five (5) must have been in a senior management role in a similar organization;
  • Education background in Human Resource Management, Industrial Relations, Industrial Psychology or equivalent is an added advantage;
  • Must have demonstrated ability to handle divisional budgets, resources, processes, projects and relationships;
  • Should have thorough knowledge of the relevant industry/sector as well as knowledge of regulatory requirements affecting the relevant sector;
  • Must be capable of functioning effectively both as team player and team leader;
  • Must demonstrate high level of integrity;
  • Must have strategic leadership skills with ability to build strategic relationships;
  • Should have high level problem solving and decision making abilities;
  • Should be an effective communicator with the ability to handle high level communication;
  • Should be result oriented with ability to deliver desired outcome;
  • Should demonstrate ability identify and respond to risk areas within the division;
  • Should have effective people management and conflict resolution skills;
  • Must have knowledge in use of MS Office packages;
  • Must be a born again and committed Christian with evidence of maturity in faith;
  • Ability to translate and communicate biblical values/hospital ethics in personal life and professional life;
  • Must be an honest person full of integrity in their personal conduct and handling of job responsibilities;
  • Should have thorough knowledge of HR Management as well as knowledge of regulatory requirements affecting the HR profession.

Professional Qualifications

  • Professional qualifications in CPA (K), ACCA, ACA or any other recognized professional accounting qualification;
  • Should be a member of ICPAK or equivalent internationally recognized professional body;
