Terms of Reference for the Development of a Communications Strategy
Background: Mercy Corps is implementing a multi-year, 12 million GBP Preventing Violent Extremism (PVE) programme funded by the UK Foreign and Commonwealth Office through the Conflict, Stability and Security Fund (CSSF).
This programme engages local and national government, local civil society organizations and communities to mitigate the drivers, enablers and narratives of violent extremism in East Africa through support to policy initiatives, community engagement, and support to national civil society organizations in order to prevent the recruitment of vulnerable individuals by violent extremist organizations.
The programme works in Kenya, Tanzania, Ethiopia, Mozambique and Uganda, through strategies adapted to the context and opportunities in each country to advance research, legislation and field implementation of programme activities.
Objective of the Assignment: Mercy Corps is looking to contract a communications expert to provide communications support to the PVE programme, to design and oversee the delivery of a communications strategy through which the programme can appropriately communicate the progress and impacts of its work to a range of audiences.
The strategic communications consultant will be responsible for designing the Communications Strategy, and providing long-term support to its delivery across 3 core areas: external programme visibility, communications for programme delivery and strategic communications. He/she will support programme staff to ensure communications are effective, efficient and on target across all the programme stakeholders, including the donor.
Scope of Work
- Support identification of the programme communications needs and development of appropriate communications strategy for the programme,
- Create a work plan with clear deliverables, indicators and tools for the implementation of the communication strategy
- Prepare a list of the resource needs (human and financial) and estimated implementation budget;
- Provide ongoing communications support to the programme, including review of tenders or proposals and development of communications products,
- Collaboration and engagement with the CSSF Communications team to agree and align communications plans,
- Train and orient programme staff on the communications strategy and activities, and support and encourage active participation in implementing the communications strategy.
- Supports partners’ communication needs and events coverage, as agreed with the Team Leader/Deputy Team Leader
- Specify appropriate communication channels, dissemination methods and media such as video, print, web/online media, traditional media, and social media, among others, to effectively communicate key messages to specific stakeholders.
Duration of the Assignment
The services above are to be carried out over a period of approximately two months between June and July 2020
Deliverables and Payment
The consultant is expected to submit the following deliverables. The consultant will be paid in lump sum following submission of deliverables.
- Submission of detailed strategy outline 15 days after the start of the contract and approval by the Deputy Team Leader – 20% payment of total contract volume
- Submission and presentation of draft strategy and costed implementation plan after 30 days and approval by the Team Leader and Deputy Team leader – 30% payment of total contract volume
- Strategy validation workshop with stakeholders and incorporation of inputs. A final version of the Communication Strategy and costed Action Plan, incorporating comments on the first draft. Approval by the Team and
- Deputy Team leader – 50% payment of total contract volume.
Reporting and Administrative Arrangements
The consultant will report to the Deputy Team leader and works directly with Team Leader, Programme staff, Consortium members.
- Demonstrate prior experience in developing a communication strategy, ideally in the development context
- Advanced degree in one or more of the following disciplines: Mass Communications; Development Communication; Organizational Communications, Journalism, or other relevant fields
- Exceptional communication skills (written and verbal) with strong editing skills.
- Experience with translating and composing technical information for broad audiences.
- Must have a minimum of (8-10 years’ work experience in conducting communications needs analysis and strategic design as well as managing communication campaigns and development of communication strategy and products
- Have a basic understanding of budget preparation and monitoring
Interested consultants should submit a detailed technical and financial proposal based on following points:
- A letter of interest stating why you are eligible for the assignment.
- A Technical and Financial proposal, which should include a description of the proposed methodology to be used, a schedule of, planned activities.
- Detailed budget including professional fee (in USD). For communication materials to be developed subsequent to the development of the strategy, an indication of unit costs should be provided.
- CV of the professional to undertake the assignment including a summary of similar assignments undertaken previously.
- At least 3 references of previous mandates.
