Statement of Work: Gender Expert 2 – Training and Resource Development

Activity: Mission Support for Journey to Self-Reliance Pivot (MSP)

Background: USAID Kenya and East Africa (KEA) are now implementing a new Kenya Country Development Cooperation Strategy (CDCS) whose integrated approach to programming across the portfolio focuses on youth, children, and women as entry-points to achieve development objectives and intermediate results.

The Mission is currently undertaking the next step in the Program Cycle to develop projects in order to implement the CDCS. The Mission has constituted and launched six cross-Mission Project
Design Teams covering the following: Health Systems; Governance Systems; Market Systems; Resilience; Youth-Driven Economic Opportunity; and Regional.

These six projects must be designed so that they contribute to strengthening and facilitating platforms for women and men to work together to challenge and influence Kenya’s systems and cultural norms.

This includes strengthening community networks to reach out to and channel women/girls and men/boy’s voices strategically and appropriately within national and county governments and to
support grassroots platforms that support gender equality. Community engagement will include the ability to organize, lead, and administer gender responsive social-accountability processes.

Additionally, it is important to look at gender responsive public resource allocation. Efforts to build the capacity of women at the county-level will increase their agency and voice in demanding for citizen-responsive, transparent, accountable, and inclusive governance.

Additionally, women alone cannot create the necessary change without the support of men who believe in and engage in gender equality. As such, evidence-based strategies to engage men/boys to transform gender norms, roles, and power are imperative.

Women-led and women’s-rights organizations will improve their capacity to monitor county-level planning, budgeting, and expenditure; demand accountability; influence decision-making processes; and participate in electoral and political processes.

According to USAID guidance on the Project Design and Implementation Process, “USAID’s Missions must ensure that gender analyses shape CDCSs, projects and activities. To implement this mandate, Missions must conduct, commission, or review a project-level gender analysis and incorporate findings into the project’s design as appropriate.

This project-level analysis may also satisfy the requirement for activity-level analysis as long as it yields findings that are useful for directly informing the design of activities. Missions may use a third-party gender analysis (e.g., from another donor or multilateral organization) or an analysis they previously conducted to satisfy this requirement where available and appropriate (see ADS for additional summary guidance, as well as ADS 205, Integrating Gender Equality and Female Empowerment in USAID’s Program Cycle).”


USAID/KEA seeks to augment the capacity of the Mission’s Gender Advisor in supporting gender integration throughout the six project designs currently underway.

MSP aims to source two qualified mid- and senior-level gender and GBV experts available for short-term technical assistance (STTA) for approximately three months to actively participate in the Mission’s Project Design Teams

  • to advise on gender integration and
  • to lead on the development of required project-level gender analyses for the six designs.

One expert will have a broad gender focus in order to be able to support any of the projects to bring a gender perspective to their theories of change.

The latter-engaged expert should also have specific sectoral expertise in integrating gender with economic growth/markets, environment and/or resilience.


The Gender Expert 2 – Training and Resource Development will provide short-term technical assistance (STTA) by working hand-in-hand with the Mission’s Gender Advisor, supporting her to:

1. Collaborate with the Mission Gender Advisor and other technical office gender POCs to carry out multi-sectoral internal and external gender training on upcoming/ new Agency policy, Mission
gender strategy, developing and utilizing gender sensitive indicators.

a. Incorporate relevant literature, key USAID activity documents and sector specific data sets. (priority areas: natural resource management, health system strengthening and market systems) to inform trainings.

b. Incorporate multi-sectoral GBV prevention and response information to inform Gender-based violence prevention and response (from a multi-sectoral and integrated approach perspective).

2. Develop technical resources that address gender equality, female empowerment, male engagement, and gender-based violence prevention and response to strengthen gender integration within the six projects.

3. Attend project team meetings to advise on gender dynamics and consideration, including but not limited to:

a. Defining key results with a gender lens

b. Looking at ways to engage successful models of behavior change and system change through locally-led solutions, new and underutilized partners (including men/boys)

c. Advancing partnership models and development practices that build the capacity and commitment of local actors on gender equality

d. Ensuring monitoring, evaluation and learning (MEL) efforts related to the projects incorporate gender considerations and capture progress on gender equality, female empowerment, male engagement, and/or gender-based violence prevention (as relevant)


  • Training agenda, facilitation guides, presentation materials, and execution for 6 trainings
  • 3 technical resources that address gender equality, female empowerment, male engagement, and gender-based violence prevention and response to strengthen gender integration within the six projects
  • Weekly meetings with USAID/KEA Gender Advisor

Gender Expert Qualifications:

1. Strong experience in gender analysis, gender integration, and gender-based violence prevention and response

2. Experience in integrating gender equity, women economic empowerment, and gender-based violence prevention and response into agriculture, food systems, market systems, education, environment, and other related sectors

3. Bachelor’s Degree & 6+ Years’ Experience; or Masters’ Degree & 4+ Years’ Experience; or PHD & 2 Years’ Experience

4. Sector expertise in at least two of the following areas –

a. Health
b. Education
c. Governance and conflict mitigation
d. Natural resource management
e. Agriculture, nutrition and food security
f. Economic growth including women’s economic empowerment, Women’s Global Development and Prosperity (W-GDP) Initiative, digital technology, access to capital, access to markets, trade facilitation and border management, economic policy development, legal and regulatory reform, market systems development, infrastructure development and/or technology

5. A high level of familiarity with USAID and its program cycle.

6. Ability to think strategically and integrate diverse information from varied sources

7. Training design and facilitation skills

8. Demonstrated writing and analysis skills

Place of performance: Nairobi, Kenya and Remote/Teleworking

Period of performance: March 1, 2020 – May 31, 2021

Level of Effort (LOE): 10 hours for the first week, increasing as needed. Maximum LOE estimated at 55 days over a 3-month period.

Reporting: The Gender Expert will report to the MSP Strategy and Programs Advisor.
